Congressman Thaddeus Stevens Called Resolution
March 19, 1861
Congressman Thaddeus Stevens called resolution providing for the enforcement of the Second Confiscation Act of July, 1962. The measure, which provided for the distribution of public and confiscated land to the freedmen, was defeated.
