Tanzania's opposition leader and 2020 presidential candidate, Tundu Lissu has left the country for Brussels.
Lissu contested against incumbent president John Magufuli. He lost to him in what he described as an election held under corruption and voter intimidation.
Lissu had sought refuge in the German Embassy in Dar Es Salaam after multiple threats and fear for his life.
The opposition leader has been living with severe injuries since surviving an assasination attempt in 2017.
He had 12.8% of the electoral voteas against President Magufuli's 84%. Lissu has asked the international community not to recognize the election results.
Magufuli was sworn in for a second-five year term on Thursday November 5 in the Tanzanian capital. There was heavy p olice and army security presence ahead of the swearing-in ceremony.
Meanwhile, leaders of the East African nation's two main opposition parties, ACT Wazalendo and CHADEMA, who refuse to recognize Magufuli's win, have been charged with organizing an unlawful assembly.

THE International Cricket Council (ICC) has congratulated former Zimbabwe captain Elton Chigumbura for a successful career that saw him compete in all three formats over a period of 16 years. The 34-year-old, a regular at top ICC events including three Men’s Cricket World Cups and five T20 World Cups, has decided to retire after the T20I series against Pakistan in Rawalpindi. ICC chief executive Manu Sawhney said: “I congratulate Elton for an impressive career that saw him succeed across formats for a number of years. He was a fine ambassador of the game and came up with notable contributions with both bat and ball across formats. “I hope Elton will continue to be associated with the game after retirement and use his considerable experience to promote the game in his country and outside. On behalf of everyone at the ICC, I wish him all the best for whatever he decides to pursue in the coming years.” Chigumbura, who first shot to prominence during the ICC Under-19 Men’s Cricket World Cup 2004 in Bangladesh when he starred with the ball in a surprise victory over Australia, established himself in the senior team soon after, making his debut in a home ODI series against Sri Lanka the same year. In Africa, there have been varied reactions to news of Joe Biden's election as US president, with many expressing hope that the US will stick or return to its international commitments under the new administration.
Many are also hoping for increased African engagement with the US on matters of trade, security, human rights, and democracy.
But no one knows what Biden's policy on Africa will look like.
He is faced with lots of domestic issues such as the coronavirus pandemic, which has killed over 240,000 people in the US.
With so much to do at home, some are skeptical that there will be drastic changes in US-Africa relations.

BY MOSES MATENGA /HARRIET CHIKANDIWA HIGH Court judge Justice Erica Ndewere has asked President Emmerson Mnangagwa to probe the conduct of Chief Justice Luke Malaba, arguing his interference with judges’ independence was a danger to the judicial system. This came as the hearing to interdict Mnangagwa from suspending her will be heard before Justice Benjamin Chikowero today after Judge President Justice George Chiweshe ignored her request to have a retired judge for her case. In August, Justice Chikowero dismissed former Supreme Court judge Justice Francis Bere’s application challenging the legality of a tribunal set to determine his fitness for office. Yesterday, Justice Ndewere’s lawyers Mtetwa and Nyambirai also wrote to Chief Secretary to the President and Cabinet, Misheck Sibanda, asking him to restore the judge’s salary and benefits as the action was unlawful. In a letter dated November 5, 2020 addressed to Mnangagwa and copied to Malaba, the Judicial Service Commission (JSC), Judge President George Chiweshe and Justice, Legal and Parliamentary Affairs minister Ziyambi Ziyambi, Ndewere said the Chief Justice’s continued threats on judges and interfering with their duties was “destabilising” operations of the High Court. “I do so with hope and expectancy that your office will seriously look into what I consider the worst form of judicial interference in the work of the High Court by the Chief Justice,” Ndewere’s letter read in part. Ndewere was last week suspended by Mnangagwa and a tribunal was set up to inquire into her suitability to hold the “esteemed office of a judge”. A three-member tribunal chaired by retired Judge Justice Simbi Mubako has been set up and includes lawyer Charles Warara and Yvonne Masvora. Justice, Legal and Parliamentary Affairs permanent secretary Virginia Mabhiza is its secretary. Ndewere is being accused of conduct inconsistent with a judicial officer, reportedly for slipshod work and a batch of delayed judgments. Police besieged her Mandara house at the weekend and removed security as per the JSC request following her suspension. Added Ndewere in her letter: “The interference by the Chief Justice affects the independence and impartiality of judicial officers when they make decisions in cases before them. “A failure to investigate the conduct of the Chief Justice will adversely affect the entire justice delivery system which will in turn negatively impact on Your Excellency’s attempts at attracting foreign investors into Zimbabwe. “I also mention that there have been instances where judges exercised their independence and rendered decisions which accorded with their understanding of the law and the facts, only for the Chief Justice to react negatively against the decisions, resulting in late appeals or reviews designed to secure the decision favoured by the Chief Justice. “It appears the Chief Justice wants all judges to reason and decide as he would have done had he been the one seized with the matter. BY PHYLLIS MBANJE HEALTH stakeholders have called on government to stop depending on external funding for the sector as it is not sustainable. Programmes such as HIV and Aids, tuberculosis, malaria are wholly funded from outside with little local contribution. “If donors pull the plug today, we will be seriously exposed,” Itai Rusike from the Community Working Group on Health (CWGH) said, while addressing budget advocacy training for journalists. Rusike said there was too much complacency on the issue of domestic funding, yet that was key in ensuring the health sector is revitalised. Health funding has remained a sticky issue with stakeholders calling for at least 15% allocation to health from the national budget. “Currently, the Global Fund is talking of transitioning, who knows where this will lead. We may wake up with no funding,” Rusike said. Global Fund has been supporting Zimbabwe on HIV and Aids, TB and malaria programmes. “We will not achieve universal health coverage if we continue on this trajectory of depending on external donors,” Rusike added. Recently, CWGH made its pre-budget input to the 2021 budget proposal, urging the government to draw lessons from the COVID-19 response and reinforce preventive services and interventions. “While we applaud sentiments from Health minister Vice-President Constantino Chiwenga that there was need to relook funding models, I am concerned that the budget will still not address the pressing health needs.” Chiwenga has promised to reform and restructure the shambolic Health ministry which has been dogged by a myriad of challenges which include the perennial strike by health workers. Public hospitals are also facing their fair share of troubles, among them limited drugs and obsolete equipment. The situation has been compounded by the COVID-19 pandemic which has further put a strain on the already collapsed healthcare delivery system. While there have been notable achievements in the reduction of overall disease burden for the past two decades, natural disasters such as Cyclone Idai and droughts and health emergencies such typhoid and COVID-19 continue to plaque the country. This year’s health budget fell short of the 15% Abuja Declaration target with per capita spending on healthcare below the World Health Organisation recommended threshold of US$86.
