The NAACP California/Hawaii State Conference is championing a resolution to ensure that every child is reading by the first grade and masters reading by the third grade, and is supporting Assembly Bill 2222, an early literacy bill authored by Assemblymember Blanca E. Rubio, to address the reading crisis head-on.
