Meanwhile, Amnesty International said Thursday that scores of civilians were killed in a \"massacre\" in the Tigray region, that witnesses blamed on forces backing the local ruling party.
The \"massacre\" is the first reported incident of large-scale civilian fatalities in a week-old conflict between the regional ruling party, the Tigray People's Liberation Front (TPLF), and the government of Prime Minister Abiy Ahmed, winner of last year's Nobel Peace Prize.
\"Amnesty International can today confirm... that scores, and likely hundreds, of people were stabbed or hacked to death in Mai-Kadra (May Cadera) town in the southwest of Ethiopia's Tigray Region on the night of 9 November,\" the rights group said in a report.
Amnesty said it had \"digitally verified gruesome photographs and videos of bodies strewn across the town or being carried away on stretchers.\"
The dead \"had gaping wounds that appear to have been inflicted by sharp weapons such as knives and machetes,\" Amnesty said, citing witness accounts.
Witnesses said the attack was carried out by TPLF-aligned forces after a defeat at the hands of the Ethiopian military, though Amnesty said it \"has not been able to confirm who was responsible for the killings\".
It nonetheless called on TPLF commanders and officials to \"make clear to their forces and their supporters that deliberate attacks on civilians are absolutely prohibited and constitute war crimes\".
Abiy ordered military operations in Tigray on November 4, saying they were prompted by a TPLF attack on federal military camps -- a claim the party denies.
The region has been under a communications blackout ever since, making it difficult to verify competing claims on the ground.
Abiy said Thursday his army had made major gains in western Tigray.

Tunisian President Kais Saied on Sunday condemned the attack in the coastal resort town of Sousse that killed one security officer and injured another.
Three suspected Islamic militants who rammed their vehicle into security officers and attacked them with knives were shot dead by Tunisian forces, authorities said Sunday.
\"I do not know the intentions, the arrangements, of those who carried out this terrorist act, but they did not succeed in the past and will not succeed in the future,\" Saied said.
Saied spoke to journalists during a short visit to the coastal town.

The North African nation's prime minister, Hicham Mechichi, appeared to suggest that the assailants' planning may have been faulty.
The previous attack in Sousse on June 26, 2015, dealt a heavy blow to Tunisia's tourism sector, a pillar of its economy.
The Islamic State group claimed responsibility for that attack.

Tunisian forces shot dead three suspected Islamic militants who rammed their vehicle into security officers and attacked them with knives, killing one and injuring another in the coastal resort town of Sousse, authorities said Sunday.
Police officers and forensic workers could be seen examining the site after the attack.
Sousse was the site of Tunisia’s deadliest extremist attack in 2015, when a massacre killed 38 people, most of them British tourists.
An Interior Ministry statement said Sunday that the assailants took refuge in a school after the attack and died in a shootout with security forces.
He also announced the arrest of a fourth suspect who had been aboard the vehicle that rammed the National Guard officers.
Hatem Zargouni, director of security for Sousse, said the assailants stabbed the officers and then fled with their weapons.
The injured officer was hospitalized.

Two men were charged with robbery and illegal possession of firearm by the St James Police in separate incidents last week.
One of the two charged is 19-year-old Patrick Williams, otherwise called ‘Chris’, a waiter of Retirement Street, Montego Bay, St. James.
It's alleged that about 2:00 p.m. on January 1, Williams and another man, who were both armed with knives, attacked a man and robbed him of his cellular phone and $50, 000.
Williams was charged with robbery with aggravation and illegal possession of firearm and ammunition.
Meanwhile, 29-year-old Sheldon Black was charged with illegal possession of firearm and ammunition.
Two Atlanta police officers were fired after video footage showed them violently snatching two Black college students out of a vehicle.
Atlanta Mayor Keisha Lance Bottoms and Atlanta Police Chief Erika Shields reviewed body-camera video from the incident and moved, after determining excessive use of force, to fire the officers and place three others on desk duty.

The Calcasieu Parish Sheriff’s Office has arrested four young girls, who allegedly stabbed a 15-year-old girl to death at a Walmart in Lake Charles, Louisiana, on Saturday, according to a Facebook post by the department. One of the four girls took a video of the deadly incident that went viral. All four girls are between the ages of 12 and 14. The Calcasieu Parish Sheriff’s Office said they were called to the Walmart around 7:30 p.m. on Saturday and helped transport the 15-year-old to a local hospital where she later died, according to the Facebook post. While juveniles are generally not named, in an effort to find one of the girls they released her name on Facebook and a grainy photo of her. They eventually arrested the four girls and found that one was 14 years old, two were 13 years old and one was 12 years old.
