Nationwide protests have taken place since October 7 despite the disbanding of the controversial Special Anti-Robbery Squad (SARS) police unit.

The demonstrators have been accused of attacking police stations and personnel. 

The rallies which are mostly attended by young people have become avenues to vent against corruption and unemployment. 

Rights groups say at least 15 people have been killed the demonstrations began in early October.

BCC town clerk Christopher Dube said the local development plan was in line with the country’s Regional, Town and Country Planning Act. “The City of Bulawayo would like to advise members of the public that the council is preparing a local development plan in terms of Regional, Town and Country Planning Act Chapter 29:12 section 17(1),” Dube said in the notice. “This local development plan number 16 incorporates suburbs mentioned below. As per section 18(1) of the Regional, Town and Country Planning (Master and Local Plans) Regulations 1977, please note that our data collection team will be conducting door-to-door survey visits.” Suburbs targeted in the survey include Famona, Bradfield, Southwold, Barham Green, Montrose, Malindela, Ilanda, Greenhill and Hillcrest. The local authority has on several occasions announced “master” and “development” plans to position the city for economic growth. In 2017, the BCC revealed plans to produce an economic blueprint aimed at ensuring the city regains its industrial hub status, after suffering years of de-industrialisation. City fathers argue that there is a need for the local authority to prepare and implement an economic blueprint in line with the city’s vision Bulawayo, City of Kings, Leader in Local Governance with a Vibrant Economy. Under the proposal, Bulawayo will have an integrated master plan, strategic plan and waste water master plan anchored on funding from donor agencies such as the United Nations and USAid among others. The government’s $4 million Distressed and Marginalised Areas Fund, unveiled in October 2011 to rescue struggling Bulawayo industries, did little to stop the de-industrialisation, as many companies continued to close shop or relocate to other cities.

By NQOBANI NDLOVU AN information communication technology (ICT) master plan to be called SMART Zimbabwe 2030 is on the cards and is expected to solve connectivity problems at schools in Matabeleland and other provinces in the country in order to bridge the ICT gap between rural and urban communities. Postal and Telecommunications Authority of Zimbabwe (Potraz) director-general Gift Machengete said the Bulu secondary school CIC was modelled using the Connect a School-Connect a Community concept. “Arrangements can be made for community members to use the facility in the same manner as they would basic CICs without disrupting studies at the school,” Machengete said. The telecommunications regulatory authority is setting up CIC through the Universal Services Fund (USF) to ensure that ICTs are extended to marginalised members of the communities in Zimbabwe to bridge the digital divide. “Such projects aimed at advancing ICT access and use in rural and marginalised areas are essential for national development…initiatives such as the Bulu High School Computer Laboratory project which is strategic in ensuring the digital divide is bridged and everyone is at par in the digital economy,” he said. BY JAIROS SAUNYAMA A MUTOKO man (23), who allegedly murdered his aunt accusing her of misplacing his lucky charm, and in the process also seriously injured his 80-year-old grandmother, was on Friday denied bail by Mutoko magistrate Elijah Sibanda. Piniel Tinomuda of Village 43 Hoyuyu allegedly axed to death Lizzie Madende (59) over the lucky charm that went missing. He will be back in court on October 30. His grandmother, Benhilda Nyarambi, is reportedly unconscious at Mutoko General Hospital. Court papers state that on October 13 at around 8pm, Madende was at her residence with other family members, including the suspect. Tinomuda reportedly accused Madende of misplacing his talisman which he kept in his bedroom. The accused became violent, took an axe from his bedroom and struck Madende twice. Madende died on the spot. Nyarambi reportedly pleaded with the suspect to stop axing his aunt and he turned on her and he struck twice on the neck and arm. Nyarambi fell and became unconscious. The accused also attacked Madende’s two children who fled from the scene. After realising that he had committed a serious crime, the accused fled and hid in a nearby mountain. A report was made at Janhi Police Base, resulting in a manhunt being launched. The suspect was arrested from his hiding place.
