Dundo — The eastern Lunda Norte government is intensifying precautionary measures in the border areas with the Democratic Republic of Congo (DRC) to halt the import and spread of Ebola in Angolan territory.

The DRC government announced on Monday the emergence of a new Ebola outbreak in Wangata County, Mbandaka, in the province of Ecuador (north).

Although the outbreak has not yet spread to the provinces of Kassai Central, Kassai, Kwango in DRC, which share border with Angola's municipalities of Cuango, Cambulo, Cuilo, Lóvua and Caungula, the government is anticipating prevention measures so as not to be caught by surprise.

According to Lunda Norte governor, Ernesto Muangala, the local government has enough biosecurity material and drugs to prevent contagion and possible positive cases of the epidemic.

In 1910, when the Union of South Africa was formed, there was a great dispute about the location of the new countrys capital city. A compromise was reached to spread a balance of power throughout the country and this led to the current capital cities.

South Africa's biggest provincial education machine - the school system in KwaZulu-Natal - has been declared safe and ready for pupils on Monday, Premier Sihle Zikalala has said.

Monday will see the arrival of grades 7 and 12 pupils at most of the province's vast network of schools.

Of the total number of schools, 6 044 were ready to reopen \"as they have met all the non-negotiables\", Zikalala said, adding 142 were not yet ready - \"but were working hard to prepare\".

\"Every learner, teacher will be screened as they enter the school premises and data captured temp, comorbidities and all critical information related to Covid-19,\" Zikalala added.

The World Health Organization on Monday confirmed a second outbreak of the deadly Ebola virus in the Democratic Republic of Congo, just as an initial outbreak appeared to be ending.

At a briefing Monday in Geneva, WHO Director-General Tedros Adhanom Ghebreyesus said this new outbreak is near the northwestern city of Mbandaka in the DRC's Equateur province.

In 2018, Equateur province had an Ebola outbreak that killed 33 people before it was brought under control.

\"In consultation with staff members at the hospital, we decided to implement preventative surveillance screening after a staff member tested positive for Covid-19, which is believed to have been community-acquired.

\"Based on [the] World Health Organisation's risk grading of exposure, the hospital is in full adherence of Netcare as well as the National Institute for Communicable Diseases [NICD] and the Department of Health guidelines for the testing, quarantine and isolation of all affected staff members,\" hospital general manager Dr Louis van der Hoven said in the statement.

Cloete said people regarded as the most vulnerable and who are at high risk are those who are more likely to develop the moderate-to-severe form of Covid-19 and that was why they were being prioritised for testing.

The Department of Labour initially said a negative test was needed for people to go back to work, but the Western Cape health department advised that a letter and certificate from a healthcare worker would do.

Nobel Peace laureate Dr Denis Mukwege has resigned as head of a local task force fighting Covid-19 in eastern DRC in frustration at the government's response to the crisis.
