\"Amnesty International can today confirm... that scores, and likely hundreds, of people were stabbed or hacked to death in Mai-Kadra (May Cadera) town in the southwest of Ethiopia's Tigray Region on the night of 9 November,\" the rights group said in a report.
Amnesty said it had \"digitally verified gruesome photographs and videos of bodies strewn across the town or being carried away on stretchers.\"
The dead \"had gaping wounds that appear to have been inflicted by sharp weapons such as knives and machetes,\" Amnesty said, citing witness accounts.
Witnesses said the attack was carried out by TPLF-aligned forces after a defeat at the hands of the Ethiopian military, though Amnesty said it \"has not been able to confirm who was responsible for the killings\".
It nonetheless called on TPLF commanders and officials to \"make clear to their forces and their supporters that deliberate attacks on civilians are absolutely prohibited and constitute war crimes\".
Abiy ordered military operations in Tigray on November 4, saying they were prompted by a TPLF attack on federal military camps -- a claim the party denies.
The region has been under a communications blackout ever since, making it difficult to verify competing claims on the ground.
Abiy said Thursday his army had made major gains in western Tigray.

THE ability of Zimbabwean families to take care of children has been compromised by a collapsing economy, compounded by COVID-19. BY GUEST COLUMNIST: GETRUDE DADIRAI GWENZI About 4,3 million people in rural communities, including children, are food insecure this year. The World Food Programme indicates that at least 60% of the population of Zimbabwe needs food aid. The Vendors Initiative for Social and Economic Transformation in Zimbabwe has estimated that over 20 000 children have turned to vending as a means of survival since the COVID-19 lockdown. According to reports, child vendors in the City of Bulawayo are mostly selling fruit and vegetables. And in the capital, Harare, they sell a variety of goods from vegetables to used clothes and shoes. The phenomenon of child vendors in Zimbabwe has been topical for some time. But the situation appears to be worsening. There are no statistics about how much income vendors make due to the informal nature of this business and a lack of centralised co-ordination of their activities. Nevertheless, it’s clear that poverty is the reason children are on the streets. But in their efforts to help their families, they are exposed to risks such as exploitation, abuse and missing school. The situation calls for critical conversation about the capacity of families to protect and care for their children and the role of the social protection policy in the country. A national action plan for orphans and vulnerable children has been in place since 2004. The policy guides the provision of care for these children. My prior experience and observations as a social researcher suggest that the plan isn’t being put to practice. Firstly, there is no clear definition of what the term “orphans and vulnerable children” means, especially in the current economic climate and increasing vulnerability of children in the country. There is a danger that children will fall through the cracks and go unnoticed without any government support. Secondly, there is a lack of good data. The actual number of children at risk is not known due to a dearth of research on child deprivation and government response in Zimbabwe. Thirdly, government interventions aren’t reaching those in need. The government’s national action plan for orphans and vulnerable children is meant to be overseen by a multi-sectoral committee to mobilise resources. Under it poor households were to receive grants varying from US$10 (one-person household) to US$25 (four-person household) per month (paid bimonthly) through a cash transfer. The funds for this come from the Child Protection Fund. The first phase of the plan was between 2005-2010 and the second phase between 2011-2015. The evaluations of these two phases showed several gaps in service provision and targeting of orphans and vulnerable children in the country. By 2017 only 23 000 beneficiaries in eight districts had received the cash transfers. However, the number of families in need way surpasses the number that received assistance. THE majority of residents in Zimbabwe’s major urban areas are drinking sewage-contaminated water due to poor management systems by local authorities, Auditor-General Mildred Chiri has revealed in her latest audit report. BY MIRIAM MANGWAYA An assessment by the Auditor-General on six major cities in the country showed that urban local authorities were failing to attend to sewer blockages within 24 hours, resulting in raw sewage mixing with drinking water. This ultimately gives rise to outbreaks of waterborne diseases such as typhoid, dysentery and cholera, among others. Unattended sewer blockages also result in sewage back-flowing, which further weakens the pipes, according to the audit findings for the period 2013 to 2017 following a public outcry over sewer bursts. “The assessment of the urban local authorities’ management of sewerage system revealed a number of weaknesses which contributed to the increase in the number of sewer blockage complaints from consumers,” Chiri said. “If local authorities fail to attend to blockages within the stipulated eight to 24 hours, raw sewage is lost into the environment before reaching the treatment plants, thereby contaminating water bodies. “According to interviews conducted, engineers cited that they were doing more of reactive maintenance rather than planned maintenance.” Results of the assessment also showed that Harare, with the highest population of over 1,5 million people, records the highest number of sewer blockages on average each year, which places residents in the capital city at high risk of contracting waterborne diseases. The United Nations Environment report of 2013 ranked Lake Chivero, Harare’s main water source, as one of the most 10 polluted lakes in the world. Statistics from the audit show that Harare discharges about 4 000 megalitres of raw or partially-treated water into water systems. In responding to the audit, city fathers blamed residents over sewer blockages, citing dumping of kitchen utensils and other items in sewage pipes as the major contributor to infrastructure damages. Although with a higher population, the audit report said Bulawayo had a better sewer system compared to other councils. In 2013 alone, 560 people died of waterborne diseases, while close to 600 000 others contracted the diseases countrywide. In 2008, five years before the audit, Zimbabwe recorded its worst cholera outbreak, which claimed over 5 000 lives, with Harare’s Budiriro and Glen View high-density suburbs the worst hit. Harare and Bulawayo are staring another crisis due to recurrent water shortages, with Harare declaring incapacitation to buy water treatment chemicals. Last week, Harare City Council confirmed four cases of typhoid, a bacterial infection that can be transmitted through contaminated water. The local authorities do not have modern equipment and technologies for sewer system inspection and maintenance and Chiri stated that the government was losing about US$194 million annually owing to poor sanitation practices. PRESIDENT Emmerson Mnangagwa’s son, Tarirai David Mnangagwa is being accused of seizing gold mining claims in Gweru after the owners had invited him to invest in the project. The gold mining claims in question are under Block 16 Quarts mining claims called Jilikin 25, registration number 12641BM whose owner, according to court papers seen by NewsDay, is Chad Cecil Mupandanyama, since 2005. BY STAFF REPORTER But last month, Mnangagwa filed an application with the court, alleging that he had been duped of US$4 million by Mupanganyama after he was booted out a company which he co-founded. Mupandanyama together with his company, Swifteagle Investment Business Consultancy (Pvt) Ltd, cited Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises (Pvt) Ltd, Wozheri Stone Crushers (Pvt) Ltd, Registrar of Companies, provincial mining director, Mines minister Winston Chitando as co-respondents in the matter. Mupandanyama said initially, he was partners with Mushiringi, who later roped in Mnangagwa to register a company called Wozheri Stone Crushers (Pvt) Ltd using a forged signature and other documents obtained fraudulently. As a result, Mupandanyama is seeking the High Court to issue an order declaring the registration of Wozheri Stone Crushers unlawful. Mupandanyama is also seeking the cancellation of the memorandum of agreement entered into between Mushiringi and Mnangagwa on November 28, 2017. “… and consequently, that the first to the fourth defendant’s (Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises, Wozheri Stone Crushers) together with their sub-tenants, assignees, invitees, members and all other persons claiming occupation through them should within 10 days of service of this court order vacate from the mining claim,” Mupandanyama said in his affidavit. According to Mupandanyama, the drama started on January 7, 2016, when he entered into a tribute agreement with Mushiringi in terms of which he (Mupandanyama) agreed to grant mining rights to Mushiringi to develop, extract, mill and treat ore from the same and dispose of the product for own account. “In terms of the agreement first defendant (Mushiringi) undertook to pay 5% of the total gross value of gold and/or any other valuable product extracted from the said mining location,” he said. On March 18, 2016, Mupandanyama said Mushiringi entered into another agreement with Mnangagwa in terms of which he agreed to give up his mining rights, which he was exercising by virtue of the tribute agreement with Mupandanyama, to Swifteagle. This included installation of a granite crushing plant, payment of council fees, mine inspection fees, transport, food, accommodation, site fencing, costs of assaying and application of certificates. “The second plaintiff (Swifteagle) paid a commitment fee of US$10 000 to the first defendant and the agreement will be expiring in March 2036,” he said. A NYANGA man committed suicide after he was accused of raping and impregnating his minor sister. BY KENNETH NYANGANI Manicaland police spokesperson Inspector Tavhiringwa Kakohwa confirmed the incident to NewsDay yesterday. The man (26, name withheld) of Gohoto village under Chief Katerere in Ruwangwe, Nyanga North, killed himself on November 6. It is said that on November 5, the family members of the now-deceased met and discussed the matter as they accused him of impregnating his 14-year-old sister. The following day, the accused told his son that he was going to Nyapomboro Mountain. The family members became suspicious when he failed to return after several hours. POLICE are investigating a robbery case in Esigodini, Matabeleland South province, where six robbers walked away with US$87 000 and R38 800 on Monday. BY RICHARD MPONDE “The Zimbabwe Republic Police is investigating an armed robbery case which occurred in Esigodini on November 9, 2020 when a gang of six suspects attacked a family with machetes and a bold cutter,” national police spokesperson Assistant Commissioner Paul Nyathi said in a statement. “The suspects used a bolt cutter to break burglar bars of a sitting room window and went on to tie the two complainants with an electric cable and shoelace before ransacking the house. “Complainants were robbed US$87 000 and R38 800 cash which was in a safe, four Samsung Galaxy tablet cellphones, Samsung laptop and a 32-gig flash disk.” The police urged people, including miners to be security conscious and avoid keeping such large amounts of cash in their houses. Cases of robberies are on the rise with the robbers including members of the security such as police and soldiers. This week, a Seke businessman was robbed of US$30 000 by robbers which he was keeping in the house. Meanwhile, leader of an Esigodini notorious gang of gold panners and businessman Baron Dube has been jailed to an effective 10 years for shooting a rival to death in a gold rush in the farming area of Matabeleland South province. Dube (44) of Habane Extension Township pleaded not guilty to murder when his trial started last year, but was convicted on Tuesday by Bulawayo High Court judge, Justice Maxwell Takuva. He was sentenced to an effective 10 years after the court noted that he committed the offence in aggravating circumstances. In sentencing him, Takuva noted that Dube acted out of greed as the offence was committed in a gold rush. “In the first place, you had no right to be at that mine which you claimed the owner tasked you to manage. There was a gold rush at the mine and you were driven there by greed because you are a bully,” Takuva said. In his defence, Dube said he accidently shot the now deceased, Prince Antony Bvundura (22) after he fell down in an attack by his gang, leading in his rifle discharging. Dube’s sworn rival with whom he has had several fights over gold claims and also a gang leader Mkhululi Sibanda was the key witness in the matter.
ZIMBABWE is trapped between State collapse and State failure because President Emmerson Mnangagwa’s government has failed to provide basic amenities for its citizens, uphold civil liberties and arrest the economic freefall, analysts have said. By Richard Muponde For the past two decades, Zimbabwe has been experiencing economic turbulence characterised by high unemployment, inflation as well as the collapse of manufacturing sector. The situation deteriorated under Mnangagwa, who snatched power in 2017 through a military coup. Rising reports of gross human rights abuses under Mnangagwa further isolated the country and denied it the much-needed funding from international financial institutions to revive the collapsing industry. Doctors and nurses have repeatedly been on strike demanding better salaries. Teachers are currently on strike, after declaring incapacitation, a situation that has triggered chaos in schools that reopened from September 28 to November 3 on a staggered process. But instead of attending to the plight of the teachers, government is plotting to dock their salaries. In an interview yesterday, political analyst Alexander Rusero said the functionality and progress of a country was measured by certain indicators and more importantly, clear-cut separation of powers. “Not in Zimbabwe, everything is just decomposing to the core, and if we were to have a happiness index, Zimbabwe would score between zero and one out of 10 in terms of being happy,” he said. “Education is fast becoming dysfunctional, the health system has been down for almost a year and without health and education systems functioning properly, what else can a country have and point to in terms of functionality.” Rusero said those indicators were realities that point to a State trapped between collapse and failure. “Parliament is paralysed, the Judiciary is paralysed and only partially, the Executive is functional, however, devoid of public policy, strategy and vision. More importantly, the State has become bankrupt much to the threat even of its own existence,” he added. Rusero’s sentiments were amplified by professor Austin Chakaodza, who said Zimbabwe was a failed State, claiming it had been subjected to arbitrary, oligarchic and undemocratic leadership. “It’s clear that Zimbabwe is a failed State in that citizens are suffering from a wide range of problems,” he said. “These include lack of employment opportunities, lack of income to obtain basic necessities including food, shelter, health and education services. Chin’ono, however, is arguing that his tweets do not constitute an offence as he was merely performing his duty as a journalist. He refused to name his sources from the National Prosecuting Authority, whom he claimed had told him that the State was not going to oppose Rushwaya bail, saying he was exercising his journalistic privilege. Chin’ono, who is being represented by Beatrice Mtetwa and Gift Mtisi, filed an application for a bail and awaits ruling from Magistrate Marehwanazvo Gofa today. Police in Dema, Mashonaland East province, have launched a manhunt for four armed robbers who pounced on a businessman before stealing a cashbox with US$30 000, among other valuables. BY JAIROS SAUNYAMA The businessman, Hazvinei Mutasa (43) also lost his pistol to the armed robbers who besieged his homestead. Provincial police spokesperson Inspector Tendai Mwanza confirmed the incident and urged people not to keep large sums of money at home. “The public is warned against keeping large sums of cash at home,” Mwanza said. “This is a security risk which results in the money being easily stolen through robberies. We also take this opportunity to appeal to anyone who might have information on the whereabouts of the suspects to report at any nearest police station.” On November 10 at around 8pm, Mutasa was in company of his two workersoutside his home when armed men approached them and ordered them to lie on the ground. One of the suspects allegedly fired shots in the air and disarmed Mutasa of his FN Browning pistol. It is reported that three of the suspects remained outside, while others dragged Mutasa inside demanding money. The suspects disabled the alarm at the premises and threatened to kill the businessman’s child if he refused to surrender the money. He reportedly surrendered the cashbox which was in his bedroom containing US$30 000. The suspects also dismantled a CCTV server. They also got away with a Samsung S10 cellphone, Itel P33 cellphone and two small Itel cellphones before speeding off in a vehicle belonging to one of Mutasa’s workers.
