He replaces Debretsion Gebremichael, whose immunity from prosecution was removed Thursday.

Meanwhile, Amnesty International said Thursday that scores of civilians were killed in a \"massacre\" in the Tigray region, that witnesses blamed on forces backing the local ruling party.

The \"massacre\" is the first reported incident of large-scale civilian fatalities in a week-old conflict between the regional ruling party, the Tigray People's Liberation Front (TPLF), and the government of Prime Minister Abiy Ahmed, winner of last year's Nobel Peace Prize.

\"Amnesty International can today confirm... that scores, and likely hundreds, of people were stabbed or hacked to death in Mai-Kadra (May Cadera) town in the southwest of Ethiopia's Tigray Region on the night of 9 November,\" the rights group said in a report.

Amnesty said it had \"digitally verified gruesome photographs and videos of bodies strewn across the town or being carried away on stretchers.\"

The dead \"had gaping wounds that appear to have been inflicted by sharp weapons such as knives and machetes,\" Amnesty said, citing witness accounts.

Witnesses said the attack was carried out by TPLF-aligned forces after a defeat at the hands of the Ethiopian military, though Amnesty said it \"has not been able to confirm who was responsible for the killings\".

It nonetheless called on TPLF commanders and officials to \"make clear to their forces and their supporters that deliberate attacks on civilians are absolutely prohibited and constitute war crimes\".

Abiy ordered military operations in Tigray on November 4, saying they were prompted by a TPLF attack on federal military camps -- a claim the party denies.

The region has been under a communications blackout ever since, making it difficult to verify competing claims on the ground.

Abiy said Thursday his army had made major gains in western Tigray.

Thousands of Ethiopians have fled across the border into neighboring Sudan, and the UN is sounding the alarm about a humanitarian crisis in Tigray.

Boko Haram was responsible for the brutal deaths of more than 400 people in and around Maiduguri in northeast Nigeria in February and early March 2014. Among its victims were children watching a soccer match and dozens of male students at a public college in Yobe State, many of whom were burned or shot to death. The group was also blamed for a rush-hour bomb set off in April at a bus station in Nyanya, a city on the outskirts of the capital, Abuja, that killed more than 70 people.

In April, the group kidnapped about 280 girls from a school in the northeast with the intention of making the girls sex slaves. The mass kidnapping—and the governments slow response and inept attempts to rescue them—sparked international outrage and anti-government protests in Nigeria. A social media campaign sparked widespread news coverage of the kidnappings and put pressure on Jonathan to take action against Boko Haram.

In a videotaped message released in early May, Abubakar Shekau, the leader of Boko Haram, said the group planned to sell the abducted girls and threatened to give their hands in marriage because they are our slaves. We would marry them out at the age of 9. We would marry them out at the age of 12. He also reiterated the groups core belief that Western education is a sin.

The U.S. sent a team from the State Department, the F.B.I. and the Pentagon, 80 troops, and manned and unmanned surveillance drones to Nigeria in May to help to locate the girls. Another 68 girls were kidnapped in June in Borno state; 63 of the girls escaped weeks later.

While the world was focused on the search for the girls, violence attributed to Boko Haram continued. About 100 people were killed in a suicide attack in Jos and dozens more died in a series of attacks on villages in May. The violence continued into the summer, with the military stepping up its attacks on the group. In late June, a bomb attributed to Boko Haram killed about two dozen people in Abuja, the capital. The attack on the city, which is located in central Nigeria,

We would marry them out at the age of 9. We would marry them out at the age of 12. He also reiterated the groups core belief that Western education is a sin.\nThe U.S. sent a team from the State Department, the F.B.I. and the Pentagon, 80 troops, and manned and unmanned surveillance drones to Nigeria in May to help to locate the girls. Another 68 girls were kidnapped in June in Borno state; 63 of the girls escaped weeks later.\nWhile the world was focused on the search for the girls, violence attributed to Boko Haram continued. As Ethiopia's 2021 election nears, a territorial dispute has flared between Amhara and Tigray, two northern regions.

Tigray and Amhara, the powerhouse regions of northern Ethiopia, are locked in a bitter land dispute exacerbated by national politicking that pits their elites against each other.

In late 2018, in north-western Amhara, local Amhara killed hundreds and displaced thousands of Qimant, an ethnic minority pursuing greater autonomy within the region, amid regional officials' claims that Tigray's ruling party is funding the self-rule campaign.

Were Tigray willing to instead grant political representation and language rights to minority populations in the territories, some Amhara officials have suggested this could help lead to an acceptable outcome.

The Amhara not only assert historical ownership of the land but also charge that TPLF rebels killed and uprooted Amhara in the disputed areas, thus altering the demographic balance in favour of Tigrinya speakers and laying the basis for a TPLF claim to the lands under Ethiopia's ethnic federal system.

Last August, police officers in Aurora, Colorado, approached 23-year-old Elijah McClain as he walked home from a convenience store.

The Aurora Police Department later said that a 911 caller had reported a “suspicious person” in a ski mask, and that when officers confronted McClain — who was not armed and had not committed any kind of crime — he “resisted arrest.”

According to the Sentinel, District Attorney Dave Young informed Aurora police chief Nick Metz in a letter that, “Based on the investigation presented and the applicable Colorado law, there is no reasonable likelihood of success of proving any state crimes beyond a reasonable doubt at trial.

Although Young said last week that he has no intention of reconsidering the case, City Manager Jim Twombly agreed on June 9 to undertake an independent investigation of McClain’s death, pursuant to Aurora lawmakers’ request.

More than 2 million people have signed a petition urging government officials in Aurora, Colorado, to conduct a new investigation into the death of 23-year-old Elijah McClain.

African Countries Stand in Solidarity with Lebanon

African countries extended a compassionate hand of solidarity to Lebanon, in light of the devastating explosions in Beirut Tuesday evening. Nations on the Motherland are not indifferent to the situation as Africa houses several Lebanese communities — such as in Nigeria, Senegal, Benin and Cote d’Ivoire, which have developed over generations

Many have dual nationality and maintain strong cultural ties to their Lebanese heritage without ignoring the economic hardship the country has faced for years. Hence their presence is inciting many African governments to orchestrate donation campaigns.

As is the case in Algeria, with President Abdelmadjid Tebboune, deciding to send support in the form of nearly 200 tonnes of food products — to be supervised by the humanitarian aid association, the Algerian Red Crescent.

Lebanese sub-communities in Senegal and Cote d’Ivoire, are participating in a different way as they call for financial donations on social media that will go to the Association Offre Joie stationed in Beirut.

Even More International Support

The UN and humanitarian partners are mobilising international assistance for the ongoing government-led emergency response efforts. The UN Office for the Coordination of Humanitarian Affairs is organising the deployment of experts from the UN Disaster Assessment and Coordination (UNDAC) and the International Search and Rescue Advisory Group (INSRAG) in order to lend first-response support in Beirut.

Additional emergency teams will also arrive to help with the crisis.

The UN Resident Humanitarian Coordinator for Lebanon, Najat Rochdi, is releasing (USD) 9 Million USD from the Lebanese Humanitarian Fund, and the UN Emergency Relief Coordinator Mark Lowcock will release additional funding from the Central Emergency Response Fund (CERF) to address immediate needs and help strengthen the capacity of existing hospitals.

This will include expanding and establishing additional Intensive Care Units (ICUs) where necessary — as well as providing trauma kits, ventilators, medical supplies and medicine.
