“I stand before you as the first black governor of Maryland and only the third black governor in the history of this country. I might be the most improbable governor in America. I’m the governor of a state that is the birthplace of redlining and some of the bloodiest battles of the Civil War,” Moore told the graduating students. “I work in an office that was built by the hands of enslaved people and overlooks one of the country’s first and largest slave ports.”
