China has about five COVID-19 vaccine candidates at different levels of trials. It was not clear what vaccine was being imported into Uganda.

One of the frontrunners is the Sinopharm vaccine developed by the Beijing Institute of Biological Product, a unit of Sinopharm’s China National Biotec Group (CNBG).

On Wednesday, the United Arab Emirates said the vaccine has 86% efficacy, citing an interim analysis of late-stage clinical trials.

China has used the drug to vaccinate up to a million people under its emergency use program.

On Tuesday, Morocco said it was ordering up to 10 million doses of the vaccine.

Record cases

Uganda on Monday registered 701 new COVID-19 cases, the highest-ever daily increase, bringing its national count to 23,200.

The new cases were out of the 5,578 samples tested for the novel coronavirus over the past 24 hours, the country's health ministry said in a statement.

Tuesday's tally was 606, the second-highest ever number of new infections, bringing the cumulative number of confirmed cases in the east African country to 23,860.

Health authorities have blamed ongoing election campaigns which have drawn huge crowds for the rise in infections.

Luanda — The state-owned Savings and Credit Bank (BPC) last Tuesday transferred to Recredit Assets Management 80% of its bad debt, estimated at 951 billion kwanzas (equivalent to $1.7b).

The bad loan transfer contract was signed by the chairmen of the BPC boards of directors, André Lopes, and Recredit, Valter Dias de Barros.

Speaking to the press, the manager of Recredit stated that his firm will continue to deal with the credit recovery process of this portfolio, favouring recovery through extra judicial means.

On his turn, the Chairman of the Board of Directors of BPC explained that with the giving away of part of its loan portfolio to Recredit, the conditions were created so that in the future this exercise of collecting and regularizing BPC credit will be made by a private institution.

Recredit has already managed to recover a debt of 1.5 billion kwanzas in credit granted by BPC.

THE Zimbabwe Republic Police (ZRP) yesterday threatened to clamp down on social media users who “cyber-bully” government officials, which critics say is meant to muzzle critics of President Emmerson Mnangagwa on social media. This came as Harare’s provincial development co-ordinator Tafadzwa Muguti claimed he was being targeted on social media, while Zanu PF last week also claimed that Mnangagwa was a victim of online cyber-bullying. “The ZRP warns individuals and groups from committing crimes through cyber-bullying of government officials who will be performing their constitutional and lawful obligations in terms of service delivery to Zimbabweans,” the police said in a terse statement. They further said the cyber-bullying of government officials was perpetrated by “certain groups of suspects who know their arrest is imminent”. Police tagged Information secretary Ndavaningi Mangwana and Muguti in their statement on Twitter. Muguti had earlier taken to Twitter to say that he had been bullied and was being threatened for doing his job. “No amount of smearing my name with false stories will intimidate me. I was appointed to clean up the corruption and land barons. Believe me, no amount of death threats, following me from work or dishing sewer drawn corruption allegations against me will work. We are coming for you. “I am sick and tired of being diplomatic to insults and now death threats and name-smearing. You start it and I respond. At the same time, I keep doing the very job. All the same, always take advice, thank you,” Muguti ranted. Muguti was said to have been offended by a letter circulating on social media claiming that he allegedly illegally received a piece of land in Chitungwiza in July 2019, without following procedure. He denied the allegations, saying all due processes were followed. Media experts and human rights organisations reacted saying that the police should not play referee on social media by seemingly protecting government officials. Voluntary Media Council of Zimbabwe executive director and Media Alliance of Zimbabwe vice-chairperson Loughty Dube said: “The police have no role to be involved in issues of freedom of expression. Every citizen has a right to engage in a civil manner a government official and it is not the role of the police to referee on what people would say or who they should talk to or whether anybody should not engage with anyone. “If anyone is aggrieved, they go to the police and the police will then act whenever someone has approached them, but it is not for them to referee to say this one is not tweeting properly and so on, that is not the role of the police,” he said. Eight men were arrested early on Wednesday morning in connection with the theft of R2,7-billion at VBS Mutual Bank between 2015 and 2018.

The National Prosecuting Authority issued a racketeering certificate in which the group is accused of being instrumental in the fleecing of the bank's resources and its ultimate implosion.

They will be prosecuted for a broad range of crimes, including allegations of racketeering, corruption, money laundering, fraud, bribery and theft, Scorpio was told.

Four bankers, two officials from the Public Investment Corporation (PIC), a KPMG auditor and a lieutenant-general in the South African police have been arrested in connection with their instrumental role in the theft of over R2,7-billion from VBS Mutual Bank, a bank mainly catering for the poor.

Those arrested are:

Tshifhiwa Matodzi, chairman of VBS and Vele Investments (a company which obtained the majority shareholding in VBS through an alleged scam);

VBS treasurer Phophi Mukhodobwane;

VBS CFO Philip Truter;

non-executive directors of VBS and nominees of the PIC Ernest Nesane and Paul Magula;

KPMG auditor Sipho Malaba;

CEO and executive director of VBS Andile Ramavhunga; and

VBS non-executive director and chair of the bank's audit committee,...

          Chesapeake City Council unanimously voted to approve $400,000 for the Cornland School Relocation Project at its June 23rd meeting. Councilwoman Dr. Ella Ward, Cornland School Foundation Board Chair, has been working to preserve the one-room school built in 1902 by freed slaves for more than 10 years. The Cornland School has been placed on the Virginia Register and the National Register as a Historic Place to be preserved.

President Museveni has appointed former deputy Chief Justice Steven Kavuma as the new board chairman of the Uganda Civil Aviation Authority (CAA).

\"It is true cabinet on Monday, approved Justice Kavuma as the board chair for Civil Aviation Authority for a three-year contract,\" Ms Nabakooba said by telephone on Wednesday morning.

Ms Kiryabwire and Mr Kubeketerya were retained from the old board.

The core mandate of the board members of CAA is to give an oversight role to the country's aviation activities.

When contacted over the phone, the former deputy Chief Justice welcomed the appointment, \"I am feeling great as this is another opportunity for me serve my country again and also internationally.\"

Tommy is the first Black woman ever nominated for a Tony award for Best Direction of a Play in 2016 for Eclipsed, and is an Associate Artist at the Berkeley Rep and an Artist Trustee with the Sundance Institute’s Board of Trustees.

With a story by Callie Khouri (Oscar ® winner for Thelma & Louise) and Tracey Scott Wilson, and screenplay written by Tracey Scott Wilson.

Wilson and Tommy have worked together creatively since the 2009 play The Good Negro written by Wilson, directed by Tommy at The Public Theatre.

Wilson was a writer on FX’s The Americans which garnered her a Peabody Award as well as Emmy and WGA Award nominations.
