FORMER Prime Minister Basdeo Panday said unless there are political and constitutional changes, the chaotic situation that occurred in the Parliament during the motion to impeach the President on Thursday, would be repeated.
Panday described the disorder that occurred when the Electoral College gathered to decide the fate of President Paula-Mae Weekes as a reflection of the chaos in the country.
'It is no different. There would always be chaos unless we can change our political system and hopefully do so peacefully.'
Panday observed that around the world people desperate for peaceful change often resort to violence to bring about the desired changes and warned against this resistance.
'I pray to God that doesn't have to be the case in TT,' Panday said as he commented on the defeat of a motion brought by Opposition Leader Kamla Persad-Bissessar under Section 36 of the Constitution to impeach the President over circumstances surrounding the appointment of a substantive commissioner of police (CoP).
The motion was defeated with 24 and 47 votes against.
Panday said the confusion which was played out in public over the interpretation of clauses in the Constitution under which the motion was filed and ruling of Speaker Bridgid Anisette-George, proves the point he has been making for 20 and more years.
'That is to say, we keep blaming people when the real problem is the system of Government. As long as we keep this system of Government we would keep focusing on the wrong thing - which is people.
'People are behaving the way they are behaving because of the present political system. Unless we change it they will continue behaving like this.'
Panday who is no longer involved in active politics, observed, 'What we keep doing is looking for someone to blame.'
He asked, 'Do we blame the President, do we blame the Prime Minister, the Leader of the Opposition, the Speaker? Who do we blame?'
He said the difference of opinion on whether there should have be a debate on the motion as advanced by the Opposition or just a vote as espoused by Government is a moot point in this circumstance.
'In any case, tell me something, if they (Opposition) had spoken and if there was a vote don't we know the result already. Then I come back to my original point - constitutional change.'
'The problems is they are acting under a Constitution and a political system that is not quite suited to us. And no matter who we have there, we would continue to be in the mess we are in.'
He said, 'Unless we change the political system, we'll keep repeating this kind of wastage of our energy.'
Asked what he can do, apart from using his voice, to bring about the changes required at this time in the nation's history, Panday reminded that is the remit of the Parliament.
'The Constitution and political system can only be changed by the Parliament and neither parties in the Parliament want to change.

SPEAKER of the House of Representatives Bridgid Annisette-George temporarily suspended an extraordinary sitting of the House of Representatives on Thursday, after repeated interruptions and claims by Opposition MPs that the proceedings were dictatorial.
The MPs complained they were being denied the right to speak on a motion, filed by Opposition Leader Kamla Persad-Bissessar, for the appointment of a tribunal to investigate the removal of President Paula-Mae Weekes from office.
Persad-Bissessar's motion is in relation to events that led to the collapse of the Police Service Commission (PSC) last month, and the failure of a merit list of candidates for a commissioner of police (CoP) to be sent to the House for consideration.
As the sitting got under way around 10.30 am, Annisette-George sought to address questions raised by Persad-Bissessar about no debate being allowed on the motion in accordance with Section 36 of the Constitution which allows for the establishment of the tribunal.
She also sought to raise questions of bias levelled against her and Independent Senator Charrise Seepersad, by Persad-Bissessar. Seepersad is the sister of former PSC chairman Bliss Seepersad.
Annisette-George said it was not her intention to address the sitting, but the questions raised by Persad-Bissessar warranted that she respond. But as she tried to address the matters raised by Persad-Bissessar, she was repeatedly interrupted by complaints from UNC MPs about what authority she had to make her statements, and that attempts were being made to silence the Opposition.
In the midst of the repeated interjections from MPs Rudranath Indarsingh, Anita Haynes, Rodney Charles, Saddam Hosein and Dinesh Rambally, Annisette-George said there were some motions, such as those which fall under Section 36 of the Constitution, on which debate is not allowed and all MPs, including Persad-Bissessar knew this.
As Opposition MPs continued to complain, Annisette-George suspended the sitting for 15 minutes.
Earlier, St Augustine MP Khadijah Ameen complained the Opposition's MPs microphones were being shut off and Annisette-George was delaying the sitting.

A partnership between India and the UN Development Partnership (UNDP) Fund will see the introduction of robotics and telemedicine systems to Trinidad and Tobago.
It is part of the covid19 pandemic management strategy. This funding will support the healthcare project “Bringing High and Low Technology (HALT) to Covid19 in TT,” which began in September. It was launched on Thursday at the office of UN resident co-ordinator in TT Marina Walter.
The Government of India has donated US$1 million to the project, which the UN team in TT, the Pan American Health Organisation (PAHO) and the World Health Organization (WHO) will implement over the next year. They will be assisted by the Ministry of Health and technical support from the University of TT.
Walter said apart from washing hands, wearing masks and social distancing, the covid19 fight needed to be taken up a notch and use technology as well.
“There is a space in this battle against covid19 for digital technology like telemedicine, medical consultations through automated solutions, that allow patients to do routine medical consultations over the internet or to be registered and screened at a health centre or hospital, while they wait to be seen or vaccinated.
“These technologies could increase access to medical care for everyone, for those who are afraid or reluctant to go to a hospital, or for those who are disable or live in rural areas,” she explained.
Walter added that such technologies would also reduce the burdens on the health care system, nurses, doctors and auxiliary staff.
Introducing the medical sector to digital solutions, she said, will have a catalytic effect on the population, even in their daily lives.
High Commissioner of India Arun Kuma Sahu said this project was part of the US$14 million grant that was promised for the development of Caribbean nations at the first India-Caricom summit, in 2019.
“The India-UNDP development partnership project is an integral part of India's development partnership, contributing immensely to achieving integrated, aligned and coherent implementation of the sustainable development goals (SDGs). India's development partnerships have considered sustainability as the paramount objective,\" he said.

Finance Minister Colm Imbert has dismissed claims that First Citizens’ Bank (FCB) was involved in a “growing Ponzi scheme” as described by Senator Wade Mark earlier this week.
On Wednesday during the Senate’s budget debate in Parliament, Imbert said the Bank’s investment in Jamaican company, Barita, has proved to be successful and was a part of the Bank’s strategy to diversify.
He said, “FCB is diversifying outside TT with the full support of the Government. FCB is seeking to make investments throughout the Caribbean, seeking to acquire banks throughout the Caribbean – in the northern Caribbean, in the southern Caribbean and even outside of the Caribbean – and we are encouraging it.
In Mark’s contribution to the budget debate in the Senate on Monday, he said FCB was recently involved in an investment with a paper company and called for an internal forensic audit into the sale of 10,869,565 of ordinary shares.
He also demanded the resignation of FCB’s CEO and board of directors if no audit took place.
Imbert countered, saying, companies’ growth required diversifying outside of the country, and pointed to Massy and Republic Bank Ltd’s investments in the region and globally.
He said FCB’s investment in Barita since 2019 has seen a gain in its investment to Barita of TT $130 million from an investment of $260 million and a dividend income of over five per cent.
“Since acquiring the shares between 2019 and 2020 the value of that portfolio has grown from TT $260 million to TT $390 million.
“If making TT $130 million on a $260 million is bad, then I don’t know what is good. That was just Senator Mark making one of his usual wild, groundless, baseless, scandalous, frivolous and useless allegations,” Imbert said.
He added that in order for economic growth, Caricom countries needed to invest more in each other and not be insular.
“If we cry down Trinidadian investment in Jamaica, it creates an atmosphere and anti-Trinidadian atmosphere like a former prime minister some years ago created such a bad relationship with Jamaica by saying that TT is not the ATM of the Caribbean.”

After a heated exchange between House Speaker Brigid Annisette-George and Opposition MPs during a sitting of the Lower House on Thursday, Opposition Leader Kamla Persad-Bissessar said she held no ill will with either the Speaker or the President.
During the First Extraordinary Sitting of the House of Representatives, the microphones of several Opposition MPs were muted when they interrupted the Speaker several times.
During the Senate sitting later on Thursday, opposition senators also voiced their dissatisfaction with proceedings.
The sittings were held to vote on a motion filed by the Opposition to remove President Paula-Mae Weekes from office.
Persad-Bissessar during a media conference at her Charles Street, Port of Spain, office described the muting of the microphones as an attempt to muzzle the Opposition.
She said despite the uproar in both Houses of Parliament, she did not have any personal grudge against Annisette-George or Weekes and instead blamed the Prime Minister.
\"Why is the Prime Minister hiding beneath the petticoats of these ladies? You have compromised their offices.
\"Be man and man up. You are the centre of this crisis, Prime Minister man up to it and don't push the ladies in front of you.
\"You have the President there, push her in the front to take the fall, you had the Speaker now the poor lady was so beleaguered now you could see it on her face on questions on the process.
\"Where is the Prime Minister? Sitting there for over three hours not a word did he say while battering was taking place on these women. I condemn him for that.\"
She added that the disagreement may not affect other aspects of Parliamentary business and stressed that the Opposition was not pleased with the way the sittings were conducted.
\"We take as the Lord tells us one day at a time, but with respect to those proceedings today, those proceedings, we were saying, we were participating under protest because the guidelines issued unilaterally by the Speaker are illegal.
\"That is why, in that process today, we believe that the way in which the debate was to be conducted was illegally done. That may not necessarily impact on other days of the Parliamentary proceedings. We have the ordinary standing orders that will inform behaviour on those proceedings.\"
Persad-Bissessar also accused Annisette-George of breaching the rules of the voting process by not allowing a vote of secrecy in the Parliament.
Citing the Legal Notice 187 of 1976 on the roles of the Electoral College, Persad-Bissessar argued that members would be more inclined to vote on the basis of their conscience if the voting was held in secret instead of openly as it was done.
