BULAWAYO City Council (BCC) says it is facing challenges to mobilise funds to revamp most of its recreational facilities due to the economic challenges affecting the country. BY PATRICIA SIBANDA This was revealed last Saturday by BCC housing and community services department, conservation and education officer Thulani Magagula during a clean-up campaign at Centenary Park. Magagula said the situation had affected the standards at public toilets and the recreational parks which used to be green and had beautiful flowers and playgrounds. The clean-up campaign was sponsored by Club Likoma, Global Institute, Heads and Hooves and the Zimbabwe Parks and Wildlife Management Authority. “We have been failing to maintain recreational parks due to the general collapse of the economy,” Magagula said. “Now we are also experiencing water problems and financial challenges to ensure the parks are well-taken care of. If people look at the recreational facilities now, they will think that it is BCC which is failing to plant trees and lawns, yet there is no water and more resources are needed,” he said. Magagula said even the recycled water from Thorngrove was now rarely available as the city faces crippling water challenges. He said with the limited resources at BCC, they were trying to prioritise revamping water and sewer systems. “We are now prioritising water, sewage reticulation and ensuring that there is enough lighting in the city. After that, we can then talk about revamping of recreational facilities,” he said. by KEVIN MAPASURE ZIMBABWE national cricket team captain Chamu Chibhabha is confident of upsetting Pakistan in their limited overs series this month. Chibhabha and his team departed Harare yesterday ahead of the tour that features three T-20 Internationals and as many One Day Internationals (ODI). The last time Zimbabwe toured Pakistan they were whitewashed in both versions of limited overs, but they did manage to put up some competition. Chibhabha is one of the six players that made the historic 2015 tour and are in the squad that left for Pakistan yesterday. The ODI series is particularly important as it carries points in the Super League where top seven teams will get automatic qualification to the 2023 World |Cup. Zimbabwe failed to make it to the 2015 edition. Chibhabha acknowledged Pakistan’s favourites tag but said that he was confident of leading the team to victories. “We have played Pakistan before and we have beaten them before. We believe we can play well and compete and considering that the matches are part of the Super League, every match that we play is going to be very important,” Chibhabha said. “The more matches we win, the better our chances of qualifying for the World Cup, so it’s very important for us that we do well.” He said the players were excited to finally get back to international cricket following a lengthy COVID-19-induced lay off. Several home and away tours were cancelled due to the coronavirus pandemic. “The guys are really excited to go to Pakistan. The wait is over. In a couple of days’ time we will hit the ground running. We have had a couple of weeks of training, we have played a couple of games, you know. The Premier League is on, so guys played some matches and they are good and ready.” Pakistan have been active following their tour of England and will be better prepared for the Zimbabwe visit, but their guests are happy with the practice they have had over the last few weeks. “They (Pakistan) have managed to play some matches while we have just been sitting at home, but I feel we are well-prepared. We have had a good chance to prepare, we have had some good match practice, the Premier League has helped a lot.” The Chevrons are happy with the return of Blessing Muzarabani following a stint in England. “Muzarabani is a quality bowler and having him in the team is a blessing, for it's always tough facing somebody that tall. I hope he is going to be leading the bowling attack.” Chibhabha suffered the heartbreak of falling on 99 in one of the ODIs in 2015 and he hopes this time around he can find that sort of form again. “I can only hope that I can find some form like I did in 2015. Algerian's are voting in a referendum on Sunday to revise the constitution after long-time President Bouteflika was forced to resign last year following mass protests.
The government hopes it will neutralise the Hirak protest movement and will bring in a \"new Algeria\".
But opponents say it will change much. The Hirak has rejected the document and called for a boycott.
\"Nothing has changed. The ultra-presidential regime will stay,\" said Massena’s Cherbi, a constitutional expert at Sciences Po university in Paris.
'Rendezvous with history'
The text will set presidential term limits and create a new anti-corruption body but it has been criticized.
\"The drafting and consultation process was highly controlled by the state,\" said Zaid al-Ali, an expert on constitutions in the Arab world. \"It's hard to argue that the Hirak's demands for a fully inclusive debate on the state's constitution was respected.\"
The vote comes on the anniversary of the start of Algeria's war of independence against France in 1954.
It also comes as Algeria's President Abdelmadjid Tebboune is hospitalised in Germany. His health condition has not been disclosed but there are reports of Covid-19 cases among his staff.
Tebboune, 74, said on Saturday that Algerians will once again \"have a rendezvous with history\" to bring in a \"new era capable of fulfilling the hopes of the nation and the aspirations of our people for a strong, modern and democratic state\".
Seen by opponents as an old-school regime insider, Tebboune came to power following a December 2019 presidential poll marred by record abstentionism.
The Hirak movement led calls for a boycott of that election, and even official data put the turnout at less than 40 percent.
Polling stations opened at 8:00 am (0700 GMT) and were set to close at 7:00 pm. Results are expected on Monday.

Speaking at a press conference on Monday, a day after the vote, Diallo said he had emerged \"victorious\" despite \"anomalies which marred the ballot\".
\"I invite all my fellow citizens who love peace and justice to stay vigilant and committed to defend this democratic victory,\" he said.
Soon after, his supporters chanted \"president\", despite no official result being published and the electoral body saying his claim was \"void\".
\"It is a great joy, we are proud that our president has been elected. All the people of Guinea are behind him,\" said Fatoumata Bineta Diallo, member of the UFDG executive board.
\"It was many citizens, outraged by the misgovernance, who joined us to give the final victory. We are very proud of him.\"
\"I think that the Ceni (electoral body) will only publish the results coming out of the ballot boxes... and the results coming out of the ballot boxes will give Cellou Dalein Diallo victory,\" said Amadou Diallo, UFDG activist.
But for all the scenes of jubilation, there were also tense moments in the city with security forces firing tear gas canisters at crowds of supporters.
French President Emmanuel Macron said he can understand why Muslims were shocked by caricatures depicting the prophet Muhammad.
But in an interview with Al Jazeera broadcast on Saturday, he said he could never accept the issue being used to justify violence.
\"I understand and respect that we can be shocked by these caricatures,\" Macron said.
\"I will never accept that we can justify physical violence for these caricatures and I will always defend in my country the freedom to say, to write, to think, to draw.\"
Tensions flared with some Muslim majority countries who have held anti-Macron protests and called for a boycott of French products after he publically promised France would not “renounce the caricatures”.
Macron made the comments following the October 16 murder of French school teacher Samuel Paty, who was killed after he showed his class drawings of the prophet during a debate on free speech.
France was also shaken on Thursday by a deadly knife attack on a church in Nice, the third suspected Islamist attack in the country in little more than a month.
The country has raised its national security alert to the highest level and security has increased at places of worship and schools.
'No problem with Islam'
Macron tried to reach out to Muslims, telling the Qatar-based channel: “I understand the feelings that this arouses, I respect them.\"
\"But I want you to understand the role that I have. My role is to calm things down, as I am doing here, but at the same time it is to protect these rights.”
The president also slammed “distortions” from political and religious leaders and the media over the depictions of the prophet, saying too often people were led to believe that they were created by the French state.
\"Everywhere these last weeks in the Muslim world, we have tried to aggregate the two, by distorting my remarks, by telling lies, by saying the President of the French Republic and thus France, they have a problem with Islam.
\"No, we have no problem with Islam. None,\" he said.
He also denounced calls for a boycott of French goods, saying it was “unworthy” and “unacceptable”.

Guarded by a heavy police presence, Ivory Coast's electoral commission has started to announce the preliminary result of the presidential vote.
With 2 of the four candidates boycotting, incumbent President Allassane Ouattara is expected to win, especially in the north of the country.
The area is known for being a stronghold of the president.
According to the first results, President Ouattara obtained 98% of the votes in Korhogo the northern capital, with an 88% participation.
Ouattara's opponents keep claiming his bid for a third term was unconstitutional, and say the vote which, according to them, is an attempt at a \"coup d'etat\", was a failure.
Through FPI's leader Pascal Affi N'Guessan, opposition leaders called for a civil transition on Sunday, and once more stated they no longer recognized Alassane Ouattara as the Ivory Coast's president.
