PORT OF SPAIN, Trinidad (CMC) — The Trinidad-based Caribbean Court of Justice (CCJ) Thursday said it has given no indication as to whether or not it has jurisdiction to hear an appeal filed by the two senior members of the main opposition People’s Progressive Party/Civic (PPP/C) in relation to a Court of Appeal ruling in Guyana regarding the disputed March 2 regional and general election in that country.
President of the CCJ, Justice Adrian Saunders, told the attorneys for all the parties during the case management conference that contrary to public statements being made outside of the court, “we have not decided the issue of jurisdiction”.
The CCJ, which is Guyana’s highest court, also indicated that it wanted to reassure the entire world and specifically the people of Guyana that it “will treat with this matter on the basis of what is submitted.
But in his minority ruling, Justice Rishi Persaud ruled that the motion was “premature” and “wholly ill-conceived” and that the applicant should have awaited to take the matter before the High Court, after GECOM would have announced the official election results.
Later on Monday, the CCJ issued an order informing all parties to the dispute to maintain the status quo until further order and hold a case management conference with a view towards a full hearing of all the matters in dispute on Wednesday, July 1.

Protests amid calls for calm
The officer appealed for calm as did Prime Minister Abiy Ahmed who posted an Amharic message on social media. Whiles expressing condolences to those affected by the loss the PM Abiy said it was necessary to remain measured and allow the police to fully investigate the incident.
“We are at a time when, by understanding the depth of the incident, we pay attention to events happening in our country. Let’s express our grievances while taking care of ourselves and preventing additional crimes,” PM Abiy said.
Songs of the deceased are said to have played a crucial role in promoting freedom and rights for his Oromo ethnic group. The popular Oromo uprising was crucial in the coming to office of Abiy in 2018.
Despite the calls for calm, a number of security watchers and journalists are reporting protests in parts of the capital Addis Ababa.
“Unrest in Addis far more serious, according to one source. Youths engage riot police in running battles in many districts. Internet shut down. Sustained gunfire reported on the Hill – where the National Palace, govt offices located,” Rashid Abdi, a regional researcher and analyst tweeted.

ATTORNEY Ramesh Maharaj said the police is entitled to continue its investigation into his client Hanif Nizam Baksh and A&V Oil and Gas and the now defunct Petrotrin, but he will be looking out for any abuse of power in this regard.
Maharaj's reaction follows statement by Commissioner of Police Gary Griffith of the ongoing police investigation into the alleged 'fake oil' scandal although an arbitration panel has ruled in favour of his client against Petrotrin.
Responding to a query from the Newsday about the validity of the police continuing this investigation given the ruling, in an e-mail copied to Griffith and Director of Public Prosecutions Roger Gaspard, Maharaj said the police is always entitled to investigate anyone.
'Police investigations which do not have any merit would entitle the aggrieved individual to redress in law including aggravated and punitive damages.
'The police has its job to do and I, as the attorney at law for A&V, would certainly do my duty if it becomes necessary that the police abuses and/or misuses its powers.'
The arbitration panel ruled in favour of A&V and awarded the sum of $84 million held in escrow, plus damages still to be determined.
Griffith said, at a news conference on Monday, the police investigation into the allegations were continuing.
He said the decision of the arbitrators that Petrotrin failed to prove the company engaged in any inappropriate practices had nothing to do with the police investigation.
He said the police legal department was looking to engage an independent reservoir of engineering experts to assist in several areas including a forensic investigation to validate the legitimacy of crude quantities.
Petrotrin terminated its contract with A&V to explore and extract crude oil from the Catshill Field, Barrackpore for sale to Petrotrin, following revelations in 2017 by Opposition Leader Kamla Persad-Bissessar.
An investigation was triggered after she alleged on a political platform that A&V had overstated its production of oil and was getting away with fraud and misconduct because Baksh was a friend of the Prime Minister and a PNM party financier.
On Wednesday, Maharaj said cheap politics influenced the investigation.
At a news conference, Maharaj underscored that the majority decision of the panel of arbitrators spelled out in Article 36 of the contract, 'shall be final and binding, shall not be subject to review or appeal and the parties agree to waive their right to any form of review, appeal or recourse to any State Court or other judicial authority insofar as such waiver may be validly made.'
The esteemed panel of arbitrators included Petrotrin's appointee, Justice Humphrey Stollmeyer, retired Judge of the Judicial Committee of the Privy Council, Lord David Hope appointed by A&V and the selection by both parties of former president of the Caribbean Court of Justice Sir Dennis Byron who also chaired the panel.

Opposition MPs walked out of the House on Tuesday, complaining the Government had breached the standing orders to give Dr Rowley additional speaking time.

On Friday, Indarsingh accused Robinson-Regis of being out of touch with reality and showing no respect for parliamentary process.
\"I challenge Camille Robinson-Regis to point to any page, to any standing order which cedes speaking time to the Prime Minister.\"
In a statement on Thursday, Robinson-Regis said this was allowed under standing order 46 (2), which reads: \"A minister may conclude a debate on any motion that is critical of the Government or reflects adversely on, or is calculated to bring discredit upon the Government or a government officer.\"

Robinson-Regis said she sought Speaker Bridgid Annisette-George's advice as to whether standing order 46 (2) was applicable.
After Annisette-George said this would amount to two government ministers' replying and might be considered an abuse of process, she said, \"It was in those circumstances that I decided to forfeit my right of reply. This allowed standing order 46(2) to be invoked by the government and the Speaker was so advised.\"
She said Annisette-George was also advised that the minister to reply would be the Prime Minister.
Robinson-Regis said when Rowley entered the speaking booth and confirmed he would be speaking under standing order 46 (2), \"there was still silence on the Opposition bench.\"
After Rowley spoke for an hour and Annisette-George told him his time had expired, Robinson-Regis said, \"As Leader of the House, I moved a motion that the Prime Minister be granted an additional 60 minutes given that I had ceded my time and given the importance of the debate.\"
She said this was not the first time a prime minister had been granted extended speaking time. Former prime minister Kamla Persad-Bissessar, she said, \"was not only granted extended speaking time on occasions but was often allowed to interrupt proceedings in order to deliver ministerial statements since she was never able to arrive on time to do during routine business which takes place at the start.\"
Robinson-Regis said when the PNM was in opposition, \"We never created mayhem nor disrespected the then Speaker (Wade Mark) even when his decisions raised questions about procedural fairness.\"
On this occasion, while the Opposition could have asked Rowley to stand down and to allow any of its MPs who had not spoken in the debate to do so, Robinson-Regis said, \"None of them present said a word.\"

At least 10 firefighters working for Beirut's municipality are missing, said the city's governor Marwan Abboud.
At least one Australian was killed, and the Australian Embassy building has been \"significantly compromised,\" said Australian Prime Minister Scott Morrison.
One Japanese citizen and one Indonesian national were also injured, according to authorities from the two countries.
Some naval peacekeepers with the United Nations Interim Force in Lebanon (UNIFIL) have also been injured, some seriously. They have been transported to hospital for treatment, said UNIFIL.

ABC officials have accused Mr Moleleki of influencing Mr Thabane to illegally prorogue parliament from 20 March to 19 June 2020- a move which was nullified last month by the Constitutional Court after a petition by the ABC, DC and other parties.
But in his Monday press conference at the AD offices in Maseru, Mr Moleleki said the ABC should look within and stop blaming him and his party for the collapse of the government.
He also pleaded for Mr Thabane to be allowed to remain in office up to July 2020 when he would retire with \"grace, dignity and security\" as per the various stakeholders' agreement during talks with South African special envoy, Jeff Radebe, last month.
When it was put to him that his real reasons for pushing for Mr Thabane to remain in office until July were probably to ensure that the government only collapsed when he would be eligible for his terminal benefits, Mr Moleleki denied having such selfish motives.
