BY PRAISEMORE SITHOLE BULAWAYO City Council (BCC) workers yesterday downed tools citing incapacitation. The workers demanded a living wage based on the poverty datum line which is pegged at $20 000. The disgruntled workers said their job action would continue until their salaries issue had been resolved. Zimbabwe Urban Councils Workers’ Union Bulawayo branch chairperson Ambrose Sibindi confirmed the strike. “BCC employees are hungry, frustrated, depressed and are unable to fend for themselves and their families due to poor salaries. As such, workers have decided not to report to work starting from January 13 due to incapacitation,” Sibindi said. “Until our demands of improved remuneration are addressed, we will not be going to work. The supplementary budget has since been approved by the central government, but BCC employees were shocked when they heard that there will not be any salary increments,” Sibindi said, adding that BCC workers were living from hand-to-mouth and would continue to demand better pay. “Workers are tired of walking to and from work for nothing. Workers have collectively decided not to report for duty as from January 13 due to incapacitation. The move is indefinite. “The employer has been notified of the workers position. As workers, we will stand together until our issue is resolved. Up to now, we have not yet received our December salaries and that just shows the arrogance on the part of the BCC leadership.” However, Bulawayo mayor Solomon Mguni told Southern Eye that he was not aware of the strike. “I am not aware of the issue,” he said. Last year, council workers staged a sit-in at their work stations protesting delay in the payment of November salaries and poor remuneration. BY STAFF REPORTER LOCAL Government deputy minister Marian Chombo says most local authorities in the country have archaic infrastructure that has outlived its lifespan, resulting in water challenges and poor service delivery. Chombo said this last week in the National Assembly in a ministerial statement on the state of service delivery in local authorities. “Local authorities are now saddled with infrastructure that has since lived its lifespan or no longer suffices for the settlements whose expansion has not been matched with the complementary infrastructural development,” Chombo said. “This is particularly so in key service delivery areas of water and waste water treatment plants that are continuously strained as they are being used beyond their capacities while central government has continued to avail funding through public sector investment programmes. “This falls short of the requirements which run into hundreds of millions of dollars. To redress the funding challenges, government is courting development partners to complement its own as well as local authority efforts,” she said. On the dilapidated road infrastructure, Chombo said the ministry was represented on the Zimbabwe National Road Administration (Zinara) board and should always point out that funds generated from vehicle licensing and other revenue streams were insufficient to meet demand on the ground. “To this end, the ministry encourages local authorities to augment the annual Zinara disbursements by setting aside funds from their own budget towards road maintenance and upgrading. The ministry agreed with councils to devote 20% of devolution funds towards road maintenance under the emergency road rehabilitation programme in view of the bad state of the road network that has been exacerbated by the heavy rains,” she said. On littering, food hygiene and vending in the country’s cities, Chombo said it was regrettable that councils in some instances were failing to enforce by-laws resulting in citizens failing to comply. “We have begun the processes of lobbying for municipal courts and arresting powers so that local authorities do not rely on the police whenever they want to enforce by-laws,” she said. BY SILAS NKALA THE main opposition MDC Alliance has blamed the central government for crippling service delivery in Bulawayo by recalling its councillors. This was revealed by MDC Alliance Bulawayo spokesperson Swithern Chirowodza who accused the Bulawayo town clerk Christopher Dube and central government of failing to provide residents with water. He accused central government for assisting the MDC-T faction led by Douglas Mwonzora by funding it and recalling over 100 councillors across the country, which has stalled service delivery in most urban areas. Chirowodza’s remarks come at a time Bulawayo City Council is facing several challenges, including failure to deliver water, rampant sewage bursts, accumulation of waste in the city and a crippling strike by workers who are demanding better wages. He said before the MDC Alliance councillors were recalled, they were in the process of lobbying the town clerk to resolve the water crisis in the city. “Before the BCC imposed water-rationing on residents, the MDC Alliance councillors had lobbied the town clerk and the BCC engineering department to resolve the water problem,” Chirowodza said. “The lobbying was also done in Parliament. Bulawayo Central Member of Parliament, Nicola Watson, asked for a ministerial statement on Bulawayo’s water crisis in January 2020. “This was before the BCC imposed a severe water-rationing regime, which now sees some residents going for up to one and a half months without any water flowing from their taps. “In typical Zanu PF fashion, the half-hearted and helpless ministerial statement came towards the end of 2020,” he said. Chirowodza said the Zimbabwe National Water Authority (Zinwa) was legally obliged to provide raw water to municipalities, but raw water supplies to the BCC had not been augmented since the start of water-rationing in 2020. Last Friday, the Bulawayo acting town clerk Sikhangele Zhou said three dams, which were decommissioned last year, had been recommissioned. She, however, said water supplies to residents were still constrained. On issues of burst sewers and failure to collect refuse, the BCC blamed the workers’ strike which started last Wednesday. A consultant, Paul Kruger, who was engaged last year by government to look into Bulawayo’s water problems said the water crisis was due to the BCC’s lack of capacity to pump water after dams were decommissioned last year.
