House Bill 1586, authored by state Rep. Lacey Hull, R-Houston, passed the House Public Health Committee in a 7-6 vote, allowing Texans to obtain vaccination exemptions by downloading a pdf form, bypassing the need to contact the Texas Department of State Health Services directly.
