ON December 9 2020, consumers and internet users nationwide struggled to access internet services as one of the biggest internet services provider ZOL Zimbabwe’s system was not working. The company issued a statement and this was one of the most widely felt disruptions of internet service platforms since the 2019 national internet shutdown. The disruptions had far-reaching implications on the provision of downstream services. In Zimbabwe, the ability to access critical services such as healthcare, education, banking and commerce can literally depend on the reliability of the internet at all times and the broader business online in the age of the global pandemic, COVID-19. Since the outbreak of the pandemic which limited face-to-face meetings, the majority of organisations are performing their business online. In 2016, the Information Communication Technology, and Cyber Security ministry issued the Postal and Telecommunications (Quality Services) Regulations. These quality service regulations apply to the quality of voice calls, SMS, internet and mobile data, customer services and postal services. It is not enough for both internet service providers (ISPs) and mobile network operators (MNOs), to blame system upgrades for prolonged interruptions of internet services. ISPs should uphold internet services standards to ensure that disruptions of internet services are minimised and consumer rights are protected while engaging on the platforms available. As Zimbabwe, as is the case with rest of the international community, grapples with containing the spread of the deadly COVID-19 pandemic, network resilience and responsiveness becomes a strategic national issue. Accordingly, the Postal and Telecommunications Regulatory Authority of Zimbabwe second-quarter 2020 industry report noted: lThe COVID-19 pandemic has demonstrated the critical importance that telecommunications infrastructure plays in keeping businesses, governments, and societies connected and running. lAs a result, many telecom players providing broadband have benefitted from a surge in the traffic of data as shown in the report. l The exercise of the right to freedom of expression and to access information using the internet are central to the enjoyment of other rights and essential to bridging the digital divide. The first international aid convoy arrived Saturday in the capital of Ethiopia's Tigray region since fighting broke out more than a month ago, triggering a refugee crisis and humanitarian disaster.
The International Committee of the Red Cross said seven trucks brought medicines and medical equipment for 400 wounded as well as relief supplies to Mekele, a city of half a million that had been all-but cut off to foreign aid since the conflict began on November 4.
\"It is the first international aid to arrive in Mekele since fighting erupted in Tigray more than one month ago,\" the Geneva-based ICRC said, describing health care facilities in the city as \"paralysed\".
Patrick Youssef, ICRC regional director for Africa, said the supplies would \"reduce those impossible life-or-death triage decisions\" for doctors and nurses in Mekele who had endured for weeks without running water and electricity, let alone essential medicines.
The convoy arrived as the United Nations expressed growing alarm over the plight of nearly 100,000 Eritrean refugees in Tigray and appealed for urgent access to assist them and 600,000 others dependent on food rations.
Ethiopia had restricted access to Tigray, and a communications blackout has made it difficult to evaluate the humanitarian situation on the ground.
Aid groups have been warning for weeks of a looming hunger crisis as food rations dwindled, and life-saving relief was repeatedly delayed.

Prime Minister Abiy Ahmed, winner of last year's Nobel Peace Prize, on Friday said his government would be in charge of handling the humanitarian response and access to Tigray, and that Ethiopia had this week dispatched tonnes of food and other relief supplies by trucks to Mekele and other cities in the region.
Addis Ababa has rejected suggestions that outsiders might play a leading role in the relief effort and an agreement last week to allow the UN and aid agencies access to Tigray foundered, deepening international alarm, before another deal was announced on Wednesday.
The UN refugee agency UNHCR said Friday it still has not been able to reach four camps for Eritrean refugees since the announcement of a major military offensive against forces loyal to the Tigray People's Liberation Front (TPLF).
Filippo Grandi, the UN High Commissioner for Refugees, said the UNHCR had received \"an overwhelming number of disturbing reports\" of refugees being killed or kidnapped and forcibly returned to Eritrea, a secretive country bordering Tigray to the north.
\"If confirmed, these actions would constitute a major violation of international law,\" Grandi said.
EU foreign policy chief Josep Borrell said Saturday that \"any act of refoulement or forced return should be prevented\" and urged that aid groups be given \"immediate, unhindered and unrestricted\" access to Tigray.

BY MIRIAM MANGWAYA SUSPENDED Zimbabwe Miners Federation (ZMF) Henrietta Rushwaya and his four accomplices in the gold smuggling case have put the State on notice that they will challenge their placement on remand if it fails to provide a trial date on January 8, 2021. Rushwaya is being jointly charged with Pakistani businessman Ali Muhammad, Central Intelligence Organisation (CIO) operatives Stephen Tserayi and Raphios Mufandauya and her ZMF colleague Gift Karanda on smuggling charges, illegal possession of gold, criminal abuse of office and defeating the course of justice. Rushwaya has another separate case in which she is being accused of attempting to bribe a police officer when she was arrested on gold smuggling. The five are being accused of attempting to smuggle 6kg of gold worth US$333 000 out of the country before they were caught at the Robert Gabriel Mugabe International Airport. Representing the State, prosecutor Charles Muchemwa said investigations on the case were still underway and were expected to be complete by January 8, next year The accused persons, through their lawyers, submitted before magistrate Ngoni Nduna yesterday that they will challenge further remand if they were not provided with a trial date on their next appearance in court. Rushwaya, Tserayi, Mufandauya and Karanda are in custody after they were denied bail by Nduna. Muhammad was released on $100 000 bail. They appealed against the ruling at the High Court. In her bail appeal submissions at the High Court, Rushwaya represented by lawyer Tapson Dzvetero, submitted that she was a suitable candidate for bail, arguing that Nduna's conclusion that she had connections abroad was based on speculation as there was no evidence to support it. CIO operative Mufandauya through his lawyer Joshua Chirambwe, also challenged the lower court ruling, arguing that the magistrate had adopted a selective approach in the bail proceedings when he granted Muhammad bail on the basis that he had been exonerated by Rushwaya, who on the same statement, had also exonerated Mufandauya. He submitted that by that decision he was denied his right of equal treatment before the law.

He scoffed at an unemployed agriculture graduate Dickson Kubvakacha’s solo demonstration against the country’s high unemployment rate which has reduced graduates into paupers. Kubvakacha is the founder and chairperson of the Coalition of Agricultural Graduates of Zimbabwe (COAGZ). Masuka felt obliged to comment after a picture of Kubvakacha selling sweets on a crowded dusty street in Mbare went viral on social media platforms, dismissing it as an attention-seeking stunt. “I want to think that this is a joke and that the comrade in question (Kubvakacha) will immediately remove his social media page. “Last year, I personally addressed COAGZ and Kubvakacha was present where I outlined the procedure for one to apply for land,” Masuka said. The minister said the government provides graduates with opportunities to be taken up by those willing to do so. “I also highlighted numerous opportunities that any agricultural graduate has in the agricultural space. “It cannot, then, be the Zimbabwean government’s responsibility to spoon-feed the individual. “We create opportunities, and it is up to the individual to take advantage of those opportunities or not. “This is extremely disappointing, to say the least,” Masuka said. Kubvakacha said he was not an attention seeker. “As one of the 35 000 unemployed agricultural professionals in Zimbabwe, we have been excluded from government programmes aimed at turning around national fortunes through agriculture. “We are struggling to be relevant after receiving training,” Kubvakacha said. “I am supposed to be in the fields, where my heart is, but our chance is yet to come. “I rented (agricultural land) twice and encountered bitter experiences.”

Police in Mutawatawa managed to retrieve the body of Norman Nyamunda (42) while Keith Tigere (23) is still missing despite efforts by the sub-aqua-unit to locate him. Mashonaland East provincial police spokesperson Inspector Tendai Mwanza could not be reached for a comment as he is reportedly attending a meeting in Harare. According to a memo seen by this paper, it is reported that on December 4, at around midnight, Tigere and Nyamunda were asleep in their vehicles parked along the banks of Mazowe River in Zengeza area, under Chief Chitsungo when incessant rains hit the area. It is reported that the duo were awakened by the flooding river, before Tigere tried to drive his vehicle a Toyota Noah away from the banks but was swept away. Nyamunda reportedly tried to rescue his vehicle and a water pump before he was swept by the floods as well. The matter was reported at ZRP Mutawatawa who retrieved the body of Nyamunda about 100m away from the scene while his Toyota Corolla was found downstream. On December 7, the ZRP Sub Aqua unit began a search for the missing Tigere and managed to discover his vehicle buried under the sand while his body was nowhere to be found. Some well-wishers tried to pull out the Toyota Noah vehicle using an excavator but was dismantled in the process to due to sand inside.
