Nationwide protests have taken place since October 7 despite the disbanding of the controversial Special Anti-Robbery Squad (SARS) police unit.
The demonstrators have been accused of attacking police stations and personnel.
The rallies which are mostly attended by young people have become avenues to vent against corruption and unemployment.
Rights groups say at least 15 people have been killed the demonstrations began in early October.

BY SHARON SIBINDI A MIX of top Bulawayo artistes are set to light up the last concert of the Creative Diversity and Social Inclusion (Credisi) to be livestreamed on the Inkululeko Yabatsha School of Arts (Iyasa) Facebook page on October 31. The programme, which roared to life in August last year, is aimed at promoting diversity and creativity in the local spaces. Credisi is being supported by Culture at Work Africa (CAWA), which is a consortium of eight African, European and International partners whose mission is to promote the public value of intercultural dialogue for social cohesion in urban areas across Africa. Speaking to NewsDay Life & Style yesterday, Credisi information officer, Kudakwashe Takundwa said the potentially explosive show would feature a star-studded line-up of 12 acts, among them Tshibilika music giants Clement Magwaza, Madlela Skhobokhobo, dancer-cum-songbird Sandra Ndebele-Sibindi and Vuyo Brown. “Magwaza and Madlela are both known for their energetic live performances and are set to mesmerise audiences live on the Inkululeko Yabatsha School of Arts Facebook page. Sandra Ndebele-Sibindi on the other hand will bring her latest offering to the show which is currently an envy of many,” he said. “Hip-hop and house lovers will be in for a treat on the day with rap king Asaph, house music singer Novuyo Seagirl and kwaito star Tebza who are all set to bring their A game to the event.” Madlela Skhobokhobo, who has promised fireworks on stage, said he would use the show to belt songs from his latest album Ntikoloshi which he released a month ago. “We are using this show to jam some of the songs on our new album. Our followers should expect nothing but fireworks on stage,” he said. Iyasa project co-ordinator and director Nkululeko Innocent Dube said the feedback on the eleven shows has been great and it made them realise that people were more than willing to support the arts in Bulawayo. “The programme has been a revelation that our people are more than willing to support our creatives, a lot of our spaces in the city lie idle, we need to engage our city more and utilise the local spaces in our city more,” he said. “Through the Credisi project, Iyasa worked with the local authority and arts stakeholders on inter-cultural dialogue meetings which were set to build an understanding, and generate confidence which can enable the implementation of reforms around the use of public infrastructure in the city.” Dube said the project targeted youth-led organisations, women arts groups, creative clubs, hubs as well as initiatives done by up-and-coming and independent artistes in the city. “Bulawayo can live up to its billing as Zimbabwe’s cultural capital. The city can be the heartbeat of diversity and social inclusion. The city needs to package that and city fathers ought to appreciate the efforts artistes put in selling Bulawayo as a brand,” he said. By NQOBANI NDLOVU BULAWAYO City Council (BCC) is undertaking a door-to-door survey to gather input from residents as it prepares a local development plan. BCC town clerk Christopher Dube said the local development plan was in line with the country’s Regional, Town and Country Planning Act. “The City of Bulawayo would like to advise members of the public that the council is preparing a local development plan in terms of Regional, Town and Country Planning Act Chapter 29:12 section 17(1),” Dube said in the notice. “This local development plan number 16 incorporates suburbs mentioned below. As per section 18(1) of the Regional, Town and Country Planning (Master and Local Plans) Regulations 1977, please note that our data collection team will be conducting door-to-door survey visits.” Suburbs targeted in the survey include Famona, Bradfield, Southwold, Barham Green, Montrose, Malindela, Ilanda, Greenhill and Hillcrest. The local authority has on several occasions announced “master” and “development” plans to position the city for economic growth. In 2017, the BCC revealed plans to produce an economic blueprint aimed at ensuring the city regains its industrial hub status, after suffering years of de-industrialisation. City fathers argue that there is a need for the local authority to prepare and implement an economic blueprint in line with the city’s vision Bulawayo, City of Kings, Leader in Local Governance with a Vibrant Economy. Under the proposal, Bulawayo will have an integrated master plan, strategic plan and waste water master plan anchored on funding from donor agencies such as the United Nations and USAid among others. The government’s $4 million Distressed and Marginalised Areas Fund, unveiled in October 2011 to rescue struggling Bulawayo industries, did little to stop the de-industrialisation, as many companies continued to close shop or relocate to other cities.
EDITORIAL COMMENT THERE is absolutely nothing wrong with former military personnel presiding over civil administration in Zimbabwe, or anywhere in the world for that matter. They are citizens of this country with full rights to participate in its democratic processes as is the norm in advanced democracies where former soldiers have ruled. This is our message to Vice-President Kembo Mohadi, who declared in a chilling statement at the weekend that the “junta” that is in power in Zimbabwe is determined to hold on, no matter what. The problem is how the war veterans execute their mandate during their tenure. It is also so much about how they come to power, and whether they are ready to transform from a military mindset and embrace tenets of civilian life. They won’t be presiding over soldiers alone. We are totally against having a junta preside over State affairs through stolen elections, violating democratic principles or overexerting power and relegating the Constitution to play second fiddle. Once that is allowed to happen, we open the floodgates to heinous rights abuses that end up creating an inhabitable country. We have already seen this happen since the administration that Mohadi is part to, took power in a coup in 2017. It is chilling to imagine that this is how the regime will continue to behave if it decides to hold on to power as the VP intimates. The bloody crackdown against peaceful demonstrators after the July 2018 elections is a case in point. Demonstrators were sprayed with bullets and many were injured, while six died. We thought President Emmerson Mnangagwa was sincere when he set up a high-level commission of enquiry into the shooting incident. To our dismay, he was not and the commission, led by a former regional head of State, no less, was just part of a scheme to hoodwink the public and world at large that he was serious about tackling human rights abuses. A string of recommendations made by the panel are yet to be implemented and the “junta”, as Mohadi put it, continues to violate rights. The crackdown on investigative journalist Hopewell Chin’ono is a case in point. The arrest of right defenders like opposition leader Jacob Ngarivhume and Job Sikhala amplifies our concern that the “junta” is up to no good. In the advanced jurisdictions that we have referred to including the US, the “junta” has ruled for many years but not a single citizen feels that they are under someone who once fought in the bush. They respect the rule of law, they tolerate divergent views and they don’t just fire bullets at will. They respect the sanctity of life. Their police are not caricatures of ruthless militias that extort money from innocent citizens. The hold fair and transparent elections. This is not the case in Zimbabwe today. This “junta” needs to reform.
