Cape Town - The South African government has confirmed that it has made a formal request to the government of Malawi for the extradition of fugitive pastor Shepherd Bushiri and his wife, Mary. “The extradition request for Mr and Mrs Bushiri, has been duly served in terms of Article 6 of the SADC Protocol on extradition as well Article 10 of the Extradition Agreement Between the Government of Malawi and Republic of South Africa entered in terms of the Republic of South Africa Extradition Act No 67 of 1962 as amended,” the Department of Justice said on Friday. “Given our sound and healthy diplomatic, strategic and political relationship, and our common citizenship of the SADC community, we are convinced that the Republic of Malawi will honour the letter and spirit of every provision of their International and regional obligations” Justice Minister Ronald Lamola said. The couple fled South Africa after being released on bail early last month. The self-proclaimed prophet and prophetess are facing charges charges of theft, money laundering and fraud relating to an investment scheme. They were released on a R200 000 bail each in the Pretoria Magistrate's Court on November 4, following their arrest in October. Their bail conditions stipulated that they were allowed to travel within Gauteng and North West only, until the case was finalised. The couple own a hotel in Rustenburg in North West. The prosecuting authority in Malawi last week filed an appeal against the unconditional release of the charismatic preacher and his wife. The case was heard on Tuesday. Lilongwe Magistrate Viva Nyimba ruled last week that the couple’s arrest in Malawi was illegal as there was no arrest warrant issued by the Malawian authorities. The magistrate ordered their unconditional release. Malawi police arrested them on a warrant received from Interpol. The state wanted the couple to remain in custody for 30 days while waiting for the extradition request from South Africa. Bushiri has said he fled to Malawi because he feared for their lives and that they would not get a fair trial presided by white court officials and investigated by corrupt white police officers. He demanded that the prosecuting team and the investigating officers be removed and for South African authorities to assure his safety and not revoke his bail. However, Bushiri’s bail has been revoked and warrants of arrest issued. He has also lost his opulent house in Centurion, Pretoria. Three more warrants of arrest were also issued against Bushiri for alleged rape.- IOL
Thousands of villagers in Mwenezi district, one of Masvingo’s most drought prone districts, are struggling with hunger and food insecurity. By Moses Mugugunyeki The villagers said their situation was exacerbated by the advent of COVID-19. They said the COVID-19 lockdown disrupted travel to South Africa which had become a source of livelihood for most families in the district. Speaking on the sidelines of a Zimbabwe Red Cross Society (ZRCS) facilitated food distribution programme at Rutenga business centre yesterday, villagers said they were living from hand to mouth. “It is not looking good. We failed to harvest this past season because we received little rainfall,” said Michael Ndlovu from Chakauya village in ward 14. Ndlovu is among 10 000 people benefiting from the ZRCS emergency food assistance programme. Each family receives food vouchers worth US$65. The programme, which is being funded by the British Red Cross is being implemented in three wards in Mwenezi. Farirai Mandinyenya, one of the beneficiaries, said the COVID-19-induced lockdown had worsened their plight. “We hardly get meaningful rainfall here, but our situation was exacerbated by the COVID-19 outbreak. Most of us here rely on South Africa and the closure of the body disrupted everything,” Mandinyenya, a mother of three, said. Mwenezi is one of the driest districts in the country. ZRCS programmes officer Tinotenda Maphosa said the food programme had incorporated resilience projects. “The emergency food assistance programme runs concurrently with other projects meant to build resilience among communities, thus we are also giving out farming inputs to the villagers,” Maphosa said. THE completion of the multi-million-dollar Kazungula River Bridge is certainly sweet music in the ears of Botswana and Zambia, but for Zimbabwe, it presents a headache over loss of transit fees. by ALFONCE MBIZWO/MTHANDAZO NYONI The new Kazungula River Bridge, which is expected to be functional by year-end, links Zambia’s Kazungula town with Botswana. It also offers an alternative route to road transporters from South Africa to Zambia and other northern countries in the region. Currently, the Beitbridge-Chirundu road is a key component of the Trans-African Highway Network Zimbabwean link between South Africa and Zambia. It is also part of the North–South Corridor Project and the Cape to Cairo Road, and a gateway to the common market for Eastern and Southern Africa. But Zimbabwe has neglected the roads that make up the corridor. The Beitbridge-Harare Highway was built in the 1960s and has far outlived its 20-year lifespan. After haggling over tenders since 2003, government finally started work on the dualisation of the road last year, with different companies working on parts of the project to expedite completion, but this may have come too late to save the situation. Zimbabwe still needs to address the bottlenecks at its Beitbridge Border Post which often sees haulage trucks stuck for days on end waiting for service. The Beitbridge port is the busiest transit border for cargo from South African ports with destinations in Zimbabwe, Zambia, Malawi, the Democratic Republic of Congo and often as far as Tanzania. There are relatively few studies on the financial benefit the corridor brings to Zimbabwe but a situation analysis carried out in 2009 showed that the waiting time at the border was about 33 hours for south-bound traffic while for north bound traffic waiting time was about 45 hours. It was estimated that the cost associated with this waiting time was about US$29.3 million for south bound and US$35 million for north bound traffic per year. In contrast, the South Africa/Botswana Groblersbrug border post is quicker to process documentation at between eight-10 hours. Botswana roads are better maintained than Zimbabwe’s and fuel costs are lower. Distance-wise, Johannesburg to Lusaka, Zambia through Beitbridge is 1 525km while via Kazungula, the journey is 1 730km. But with Zimbabwe’s poor road network, congestion and long winding queues at the country’s points of entry, especially Beitbridge, truckers will likely avoid the frustrations of using the Zimbabwe route, losing the southern African nation billions of dollars in potential revenue to the new crossing point. According to a recent study, delays at Beitbridge are costing transport operators up to US$350 per day per truck, negating the cost benefit of its connectivity to multiple seaports in Durban and Mozambique.
