Messam, who is mayor of the city of Miramar in South Florida, said once back home he directed city managers to plan for a devastating pandemic.
He credits that prompt action for COVID-19 not ravaging Miramar, Broward County's fourth-largest city with a population of 144,000.
When Messam spoke to the Observer two weeks ago, almost 400 people in Miramar had tested positive for COVID-19, making it the third-highest rate for Broward County.
While no COVID-19 deaths have been recorded in Miramar, the city has not escaped the economic downturn sweeping the US.
A star football player at Florida State University, Messam began his public career in 2011 as a Miramar City commissioner.

Government is considering selling a green infrastructure bond worth tens of billions of rand as part of its biggest drive ever to kick-start private investment in projects ranging from energy to water reticulation.
The proposed instrument is one of several mechanisms the country could use to raise finance for projects worth as much as R1.5-trillion over the next decade, said Kgosientsho Ramokgopa, head of the presidency’s investment and infrastructure office.
As many as 88 of the 272 infrastructure projects in the pipeline may be bankable, while the rest need additional work and some may not prove viable
The infrastructure programme will be officially unveiled at a symposium in Pretoria on Tuesday, where President Cyril Ramaphosa will announce investment commitments by private investors and international finance institutions.
The government could use the infrastructure fund to make the first investment in key projects to reduce risk for private investors, Ramokgopa said.
As many as 88 of the 272 infrastructure projects in the pipeline may be bankable, while the rest need additional work and some may not prove viable, according to Ramokgopa.
The site, a unique partnership between Microsoft, the City of Seattle, Snohomish County and the Seattle Metropolitan Chamber of Commerce, provides information and access to food, rent assistance, business loans and additional resources in one easy-to-navigate location.
“Snohomish County, like much of the country, has seen significant economic impacts from the pandemic, and we are working hard with our regional partners to get resources into the hands of those who need them,” said Snohomish County Executive Dave Somers.
“The collaboration between leaders and staff in cities, non-profits and businesses across the region made this possible, and is critical as we all work together to recover from the impacts of COVID-19,” said Bobby Lee, Director of the City of Seattle Office of Economic Development.
“Microsoft is committed to using its technology to work with community leaders to connect people, businesses and nonprofits with the resources they need.”
“Making it as simple as possible for businesses and people to access the resources they need is critical for relief and recovery, especially when it is still not clear how long the impacts of this economic shock will last,” said Markham McIntyre, Executive Vice President of the Seattle Metropolitan Chamber of Commerce.
“An investigation conducted by the Bank’s Office of Integrity and Anti-Corruption established that Sinotec Company Limited misrepresented its experience, the value and dates of its reference contracts and its relationship with other bidders while participating in three Bank-financed tenders under the Regional Rukumo Hydropower Project in Rwanda, the Uganda Rural Electricity Access Project and the Last Mile Connectivity project in Kenya,” AfDB said in a statement.
The bank’s recent decision also renders Sinotec ineligible to participate in any AfDB-financed projects around the world, including two East African projects, the Regional Rukumo Falls Hydropower project in Rwanda and the Uganda Rural Electricity Access project, during the entire 36-month suspension.
In July 2018, Sinotec signed the contract with Kenya Power for supplying and installing over 1,800 miles of low voltage power lines and corresponding supply cables in the second phase of the Kenyan electricity project in the port city of Kisumu region, western Kenya and the Mount Kenya region.
The Kenyan government says the Last Mile Connectivity project will improve access to electricity in slums and rural areas in Kenya and help the country achieve 100% universal access to electricity by 2022.
Kenya’s progress in accelerating electricity connectivity has largely been accredited to the Last Mile Project, with a recent World Bank report putting the country on top in the East African region with 75% of the population having access to electricity, compared to 32.8% in Tanzania, 29.4% in Rwanda, 26.7% in Uganda, and 7.5% in Burundi.

The major thrust of new coronavirus cases in the United States is in the South and West, where officials say more young people are ignoring social distancing measures and testing positive.
In Mississippi, where one health officer called adherence to social distancing over the past weeks “overwhelmingly disappointing,” officials attributed clusters of new cases to fraternity rush parties.
In Texas, the governor said last week people under 30 made up a majority of new coronavirus cases in several counties.
There are 23 states seeing a rise in new reported cases compared to the previous week, according to data from Johns Hopkins University: Arizona, California, Colorado, Delaware, Florida, Georgia, Hawaii, Idaho, Kansas, Kentucky, Michigan, Missouri, Montana, Nevada, Ohio, Oklahoma, South Carolina, Tennessee, Texas, Utah, Washington, West Virginia and Wyoming.

Gregory McMichael would tell investigators Arbery resembled a man behind what he described as a string of neighborhood break-ins.
In truth, only one burglary in Satilla Shores had been reported to the Glynn County Police Department in the more than seven weeks before Arbery’s killing: On New Year’s Day, Travis McMichael’s 9mm pistol was stolen from his unlocked truck outside his family’s home.
Arbery’s family and their lawyer said only the February 23 video showed him entering the house shortly before he was killed.
When asked about the other videos, S. Lee Merritt, attorney for the Arbery family, said he wasn’t going to continue asking the family about people in surveillance videos.
In the video, as the men grapple with the shotgun, Arbery appears to throw a punch at Travis McMichael’s head.
By MIKE SCHNEIDER Associated Press ORLANDO, Fla. (AP) — Already burdened by the coronavirus pandemic and a tightened deadline, the Census Bureau must now contend with several natural disasters as wildfires and hurricanes disrupt the final weeks of the nation's once-a-decade headcount. The fires on the West Coast forced tens of thousands of people to flee homes in California and Oregon before they could be counted, and tens of thousands of others were uncounted in Louisiana communities hit hard last month by Hurricane Laura. The Federal Government says the \"alarm and doom\" predictions by former Vice President Atiku Abubakar on the country's debt profile is anchored on a false premise.
In the statement, the minister stressed that the scenarios on the country's debt profile as painted by Mr Atiku in a release he issued on Tuesday had no basis.
The minister said the figure of Nigeria's debt to revenue ratio of 99 per cent in the first quarter of 2020, quoted by Mr Atiku was not in the Medium-Term Expenditure Framework and Fiscal Strategy Paper, where he claimed he got it from.
The minister said Nigeria had not experienced alarming and unprecedented increase in the ratios of debt to GDP and debt service to revenue as posited by Mr Atiku.
Mr Mohammed added that the government is making concerted efforts to increase revenue so as to bring down the ratio of debt service to revenue.

BROWARD, FL – The American Civil Liberties Union (ACLU), ACLU of Florida and the Disability Rights Florida filed a class action lawsuit on behalf of individuals being held in dangerous conditions in Broward County Jail that threaten to speed the spread of the coronavirus among prisoners and staff.
“Even though parts of the state are reopening, it does not mean that the risk of COVID-19 outbreaks in jails has vanished,” said Benjamin Stevenson, staff attorney at the ACLU of Florida.
Despite repeated calls from advocacy groups to improve its conditions, the county jail has refused to implement the changes necessary to keep those in its custody safe from COVID-19.
“The ACLU has had litigation at the Broward County jail for more than a quarter of a century due to unconstitutional conditions in this jail,” said Anjana Samant, senior staff attorney at the ACLU’s Women’s Rights Project.
“Many individuals with disabilities are particularly medically vulnerable to serious injury or death due to COVID-19, may not be able to avoid close contact with others due to care needs related to limited mobility, and may have difficulty understanding or practicing preventative measures such as wearing a mask or maintaining a safe distance from others,” said Disability Rights Florida Senior Staff Attorney Curtis Filaroski.
