AIM-listed Vast Resources, which has operations in Zimbabwe and Romania, has raised £4,8 million through a placing of almost 400 million ordinary shares of 0,1p at a price of 0,132p. BY MTHANDAZO NYONI In a statement, the company revealed that the previously announced detailed term sheet with an international bank had been agreed between the bank’s executive team and Vast Resources. The company said the term sheet had been submitted to the bank’s credit committee for approval. On Wednesday, Vast said it had “raised £4 846 579 90 gross through a placing of 3 671 651 439 ordinary shares of 0,1p in the company at a price of 0,132p per ordinary share.” The placing was undertaken by the company’s joint broker, Axis Capital Markets Ltd. Andrew Prelea, chief executive officer of Vast said the asset-backed debt facility was a key corporate and commercial objective for the firm. He said he believed it would prove beneficial for shareholders as they moved into 2021. “This is clearly recognised by the new and existing investors who have participated in today’s placing and I believe that this development will provide Vast with the financial optionality to successfully capitalise on the anticipated ramp up to full production at our Baita Plai Polymetallic Mine,” he said. Last year, Vast signed a joint venture with a community-owned company ahead of the signing, in October, of an agreement with the Zimbabwe Consolidated Diamond Company to start mining at Chiadzwa. A joint venture agreement was reached with Chiadzwa Mineral Resources, a company designated to represent the Chiadzwa community interests in the diamond concession. The new venture was named Katanga Mining. Prelea said at the time: “This is the beginning of an exciting era in Zimbabwe, and working together with government and the community has been a great pleasure. Being a part of this landmark project is of great significance to all the stakeholders, being a first of its kind where the community will have a direct benefit from the natural resources in their community. “Given the complexities of the matters that have had to be taken into consideration, we are very happy with the results to date. I would like to thank the company’s team on the ground in Zimbabwe as well as the government of Zimbabwe for all the guidance and support that they have given in the whole project,” he said. Vast has sold its gold interests in Pickstone and Eureka mines to Padenga Holdings to focus on the diamond project.

SEVERAL artistes across genres and arts promoters have accused government of neglect, plunging them into abject poverty through the strict COVID-19-induced lockdowns. BY SHARON SIBINDI The ban on live music concerts as part of measures to curb the spread of the virus has disrupted most livelihoods including artistes’ capacity to generate income. Musicians usually cash-in on live shows they stage every week from Wednesday to Sunday at several joints, but the COVID-19 lockdown has kept them off the stage. While some artistes have been doing virtual shows and connecting with their fans, others have not been able to stage performances as their projects were put on hold. Seasoned Afro-pop singer Jeys Marabini (pictured) yesterday joined artistes who voiced concern over what they described as the continuous ignoring of their plights. In an interview with NewsDay Life & Style, Marabini implored the government to consider the welfare of artistes under the circumstances. “We wish the government could allow artistes to perform at least once or twice a month so that they can survive,” he said. “Most artistes survive through performances so if the government looks at the situation and tells us how we can make a living through this era the better. Churches are allowed to operate and a certain number is required to attend, why can’t the same happen in the arts sector?” Marabini said it was their wish to be allowed to perform for the same number as that at churches, adding that they and the fans would strictly adhere to COVID-19 regulations. “At least 100 people, observing COVID-19 regulations must be allowed at a concert just like in churches,” he said. Marabini said he was lucky to had taken part in a few national events, but felt for a number of musicians who were not as fortunate as their situation remained dire. “I then get to think of other artistes and some up-and-coming ones who did not stage a single show this year. It is really difficult for everyone including the music industry,” he said. “We also need to know how to survive through this COVID-19 era and music must go on. There should be ways whereby artistes can make money and also a living using their talents. Not that artistes should work for free, producing albums and people are not being paid.” Marabini said music was a career just like other professions such as engineering or teaching hence it was their wish that the government would look into their plight. BY MIRIAM MANGWAYA SUSPENDED Zimbabwe Miners Federation (ZMF) Henrietta Rushwaya and his four accomplices in the gold smuggling case have put the State on notice that they will challenge their placement on remand if it fails to provide a trial date on January 8, 2021. Rushwaya is being jointly charged with Pakistani businessman Ali Muhammad, Central Intelligence Organisation (CIO) operatives Stephen Tserayi and Raphios Mufandauya and her ZMF colleague Gift Karanda on smuggling charges, illegal possession of gold, criminal abuse of office and defeating the course of justice. Rushwaya has another separate case in which she is being accused of attempting to bribe a police officer when she was arrested on gold smuggling. The five are being accused of attempting to smuggle 6kg of gold worth US$333 000 out of the country before they were caught at the Robert Gabriel Mugabe International Airport. Representing the State, prosecutor Charles Muchemwa said investigations on the case were still underway and were expected to be complete by January 8, next year The accused persons, through their lawyers, submitted before magistrate Ngoni Nduna yesterday that they will challenge further remand if they were not provided with a trial date on their next appearance in court. Rushwaya, Tserayi, Mufandauya and Karanda are in custody after they were denied bail by Nduna. Muhammad was released on $100 000 bail. They appealed against the ruling at the High Court. In her bail appeal submissions at the High Court, Rushwaya represented by lawyer Tapson Dzvetero, submitted that she was a suitable candidate for bail, arguing that Nduna's conclusion that she had connections abroad was based on speculation as there was no evidence to support it. CIO operative Mufandauya through his lawyer Joshua Chirambwe, also challenged the lower court ruling, arguing that the magistrate had adopted a selective approach in the bail proceedings when he granted Muhammad bail on the basis that he had been exonerated by Rushwaya, who on the same statement, had also exonerated Mufandauya. He submitted that by that decision he was denied his right of equal treatment before the law.

BY MOSES MATENGA/WINSTONE ANTONIO PARLIAMENT has exposed government for its failure to address the plight of soldiers by not providing essentials that include medical aid and allowances, as well as adequate food rations, resulting in the military personnel “marching on empty stomachs”. This was revealed on Wednesday in a report by the Parliamentary Portfolio Committee on Defence and Home Affairs chaired by Umzingwane MP Levi Mayihlome (Zanu PF) which was presented during debate on the Finance Bill to do with the 2021 National Budget. Mayihlome said as a result of poor budgetary support of the army, morale was low, hence, the need to boost determination in the army and equip the soldiers with modern technology as the current one was archaic. Finance minister Mthuli Ncube, in his 2021 budget statement announced in November allocated the Defence and War Veterans Affairs ministry $23,75 billion instead of their proposed budget of $158,4 billion. Mayihlome said the 2021 salary allocations showed that the Finance ministry did not take into cognisance the approved military salary concept. “An army marches on its stomach. Rations are an institutional requirement, but the allocations are so paltry, one would get the impression that someone thinks he is doing the military a favour,” Mayihlome said. “The most seriously distressed expenditure items in the ministry were employment costs that currently do not reflect the approved military salary concept. On funeral benefits for the Zimbabwe Defence Forces (ZDF), no funds were allocated for funerals, yet it is part of their conditions of service,” he said. The report said ZDF members, their families and war veterans were failing to access healthcare services, posing a danger to the effectiveness of the army. He said the Zimbabwe National Army (ZNA) was grossly or not funded on funeral and medical expenses for the military and their dependents. “Currently, using PSMAS (Premier Service Medical Aid), but the claims are not being honoured. Thinking of PSMAS — can someone tell me how soldiers on operations or on important training exercises are expected to access or benefit from the use of PSMAS?” Mayihlome said the ZDF had not been paid travel and subsistence allowances (T&S) paid when soldiers were deployed and as a result a huge backlog has been accumulated. “The ZDF has accumulated a backlog on T&S, medical supplies and services where the war veterans, the ZDF members and their dependents are failing to access free health services,” he said. On allocation of food, he said it was too paltry to serve that purpose. He said as a result of Ncube’s paltry allocations to the army, the focus was now on the welfare of soldiers, instead of focusing on their training and acquisition of new combat technology. “The military need to have the appropriate tools of the trade, when there is peace so that they practice with those tools for there is no room for trial and error in actual combat.
